Item Embargo A poliheuristic analysis of South Korea’s responses towards North Korea’s missile tests(Routledge, 2023-12-16) Dengiz, PelinThe North Korean missile program has gained undeniable momentum in the twenty first century, highly sensitive to dialogues within the region. One could argue South Korea is accustomed to these repetitive launches splashing into the Pacific Ocean, at times nearing two dozen in a year, but the republic has its sets of policy alternatives when responding to the neighbor’s aggression. To understand South Korea’s decision-making mechanism, I utilize the ‘Poliheuristic Theory’ developed by Mintz. A decision matrix consisting of three policy alternatives (passive by-standing, reaching out, joint drills) is applied to three crisis moments from 2013, 2017, 2022. Primary and secondary sources like defense ministry press releases and news reports are used for data collection. The North’s tests are closely observed by the South but usually not responded to provocations. When South Korea decides to respond, the tendency is to carry the issue to the international audience by citing U.N. Convention, Armistice Agreement, etc. The presence of the U.S. military in the peninsula plays a crucial role, as seen from the remarkably increased tests after the U.S. declared it would lessen military involvement. Several domestic and regional criteria (the Sunshine Policy, eventual unification possibility, U.S. military presence, asymmetrical capabilities, regional status quo) has possible influence over leaders’ responses. © 2023 Informa UK Limited, trading as Taylor & Francis Group.Item Open Access Base politics during the post - Cold War era: a comparative study of South Korea and Turkey(2018-06) Kwon, HyewonU.S. military bases are distributed across over forty countries with approximately eight hundreds installations. Yet, base politics has received rather limited attention from IR scholars to date. South Korea and Turkey have hosted American troops for more than six decades. After the end of the Cold War, the issue of U.S. military presence in both countries became questioned and contentious ever now. With a comparative approach, this thesis aims to examine how host nations’ domestic politics influences in base politics. Focusing on base politics during the post-Cold War era, this thesis demonstrates that while high severity of threats to host nations stabilizes the U.S. military presence in host nations, high anti-American sentiment restricts U.S. military operations from bases in host nations. In particular, this research examines base politics under each leadership of the two countries in an effort to analyze influence of two independent variables – severity of threats and anti-Americanism – on base politics which is a dependent variable. When the national security of South Korea and Turkey is threatened, both countries are likely to count on the protection from a more powerful military ally which is the United States. Nonetheless, high anti-Americanism which was increasingly observed after 2002 in both countries has strained alliance relationships in regard to U.S. military bases.Item Open Access A Comparative Analysis of the United States’ Trade Frictions with China, Japan and South Korea, 1985-2016(Çanakkale Onsekiz Mart Üniversitesi Biga İktisadi ve İdari Bilimler Fakültesi, 2017) Bayar, Tuğba; Bayar, M.This article investigates the interplay between interstate economic and security relations by conducting a comparative analysis of United States’ (U.S.) trade frictions with China, Japan and South Korea. The data demonstrate that the U.S. responded to its East Asian allies during the Cold War with retaliatory measures when they started to make trade surpluses against the U.S. Thus, it could be expected that the U.S. would respond to its mounting trade deficit against China after 2001 even more decisively, since it has had territorial disputes with this country. However, our analysis indicates that the U.S. followed a more docile approach with China until its 2008 economic crisis. This puzzle is explained by a number of economic and political factors. Our analysis concludes with insights for the coordination of trade and security policies at the governmental level and for the World Trade Organization’s dispute settlement mechanism.Item Open Access The "Dominos" that need to fall into place for a reunification of Korea: making sense of a United Korea(Routledge, 2013) Harvey, M.; Kiessling, T.; Moeller, M.With the death of North Korea leader Kim Jong-il, the level of uncertainty will dramatically escalate in an already highly uncertain market. In addition, there is a large question looming over the potential changes in the country, that being, if and when reunification with South Korea will occur. Dünya savaşının bitmesiyle ABD ve SSCB'nin başını çektiği iki blok dünyayı siyasi bir ayrılığa sürüklemiştir. Bu iki bloğun ekonomik ve siyasi görüşleri birbirine tamamen zıt olduğu için bu dönemde şiddetli bir rekabet söz konusuydu. Bu rekabet dönemine soğuk savaş denirken bu savaşın sıcak savaşa dönüşmesi ilk defa Kore iç savaşında görülmüştür. Türkiye bu savaşa 1950 yılında 5090 kişilik bir kuvvetle katılmıştır ve ateşkes yapılana dek bölgede görev almıştır. Türkiye, savaşın bitmesinden sonra da bölgenin güvenliği için Kore'ye asker göndermeye devam etmiştir. 1957 yılında askerlik görevini Kore'de yapmaya gönüllü olan Ethem Olgun, altı aylık eğitiminden sonra uzun bir deniz yolculuğuyla Güney Kore'ye varmıştır. 8. Tugay'ın topçu birliğinde olan Ethem Olgun bir sene boyunca askerlik görevini yerine getirmiştir. Kore'de kültüre alışmakta zorluk çeken Olgun özellikle Türk yemeklerine hasret kalmıştır. Burada geçirdiği sürede gerek Türk gerek Kore askerleriyle güreşen Ethem Olgun bu konudaki baĢarısını kanıtlamıştır. Soğukkanlı yapısı nedeniyle meydana gelen kazalarda cankurtaranlık ve ilk yardım görevlerini üstlenmiştir. 1958 yılında geri dönen Ethem Olgun memleketi Havza'ya geri gittikten üç ay sonra evlenmiştir. Çeşitli işlerde çalışan Olgun şu anda Suluova'da emekliliğini geçirmektedir.Item Restricted İzzet Arslan'ın anılarıyla: Kunuri Muharebeleri(Bilkent University, 2020) Aydemir, Selver Sıla; Yiğit, Hüma; Gergerli, Güven; Şahin, Doğa; Erman, Nur26-30 Kasım 1950 tarihleri arasında Kore Savaşı'nda gerçekleşen Kunuri Muharebeleri, Kore'ye giden Türk Silahlı Kuvvetleri'nin ilk muharebeleridir. Kunuri Muharebelerinde Türk birlikleri Birleşmiş Milletlerin geri çekilmesinde zaman kazandırmayı amaçlamıştır. Türk askerlerinin Kore Savaşı'na katılması ve Kunuri Muharebelerinde üstlendiği etkin rol, NATO'ya girme sürecine katkıda bulunmuştur. Kunuri Muharebelerinde savaşmış askerlerden biri de İzzet Arslan'dır. İzzet Arslan Kore'de bulunduğu sürece pek çok mektup yazmış, köy odasına yazdığı bir mektubunda Kunuri Muharebelerinin gelişimini anlatmıştır. Bu mektuplar ve diğer kaynaklardan yola çıkarak Kunuri Muharebeleri incelenecektir.Item Open Access The motivations of Turkey and South Korea for sending troops to peace operations : UNOSOM II, UNIFIL II, and ISAF(2010) Kim, Jin WooSince the end of the Cold War, Turkey and South Korea have been actively participating in peace operations. Both states have many commonalities, such as substantial economic and military capabilities, considerable regional political influence, and strong relationships with the United States. Another similarity they share is in terms of their decisions to send troops to relatively risky operations in which they have no direct economic or strategic interests. The aim of this thesis is to find out the decisive motivations of Turkey and South Korea, which could both be identified as “allied new middle powers,” for sending troops to the post-Cold War peace operations. Through analyzing the processes that led up to Turkey’s and South Korea’s decisions to participate in UNOSOM II, UNIFIL II, and ISAF, I have reached a conclusion that both states are highly motivated by future-oriented ideational considerations, namely, their intentions to become multi-regional or global actors in the new era. I have also discovered that indirect security concerns, the domestic factors, and potential economic benefits are less influential motivating factors for both Turkey and South Korea.Item Open Access State trasformation and actor proliferation: how Türkiye and South Korea emerged as middle powers in the 21st century(2024-08) Dengiz, PelinThis thesis aims to analyze how Türkiye and South Korea have emerged as “middle powers” in the 21st century. Both countries have exerted their power over their foreign policy thanks to the transformation the states went through, while both states are taking part in the liberal global economy. In this thesis, it is hoped to contribute to the middle power literature, and to discuss the manifestation of the internal transformation to the foreign policy.
