One downside of multimedia databases is the necessity to process the data for feature extraction and labeling prior to storage and querying. Huge amount of data makes it impossible to complete this task manually. We propose a tool for the automatic detection and tracking of salient objects, and derivation of spatio-temporal relations between them in video. Our system aims to reduce the work for manual selection and labeling of objects significantly by detecting and tracking the salient objects, and hence, requiring to enter the label for each object only once within each shot instead of specifying the labels for each object in every frame they appear. This is also required as a first step in a fully-automatic video database management system in which the labeling should also be done automatically. The proposed framework covers a scalable architecture for video processing and stages of shot boundary detection, salient object detection and tracking, and knowledge-base construction for effective spatio-temporal object querying. © 2008 Elsevier B.V. Our prototype system characterizes how intelligent agents hold items and money, how they buy and sell items, and the way money and items are transferred. The ontology of the system includes money (cash, check, credit card), agents (people, organizations), items (movable, real estate, service), barter, and the notions of transfer, loan, buying by installments, profit, and loss.Item Open Access Compiler directed network-on-chip reliability enhancement for chip multiprocessors(Association for Computing Machinery, 2010-04) Ozturk, O.; Kandemir, M.; Irwin, M. J.; Narayanan, S.H. K.Chip multiprocessors (CMPs) are expected to be the building blocks for future computer systems. While architecting these emerging CMPs is a challenging problem on its own, programming them is even more challenging. As the number of cores accommodated in chip multiprocessors increases, network-on-chip (NoC) type communication fabrics are expected to replace traditional point-to-point buses. Most of the prior software related work so far targeting CMPs focus on performance and power aspects. However, as technology scales, components of a CMP are being increasingly exposed to both transient and permanent hardware failures. This paper presents and evaluates a compiler-directed power-performance aware reliability enhancement scheme for network-on-chip (NoC) based chip multiprocessors (CMPs). The proposed scheme improves on-chip communication reliability by duplicating messages traveling across CMP nodes such that, for each original message, its duplicate uses a different set of communication links as much as possible (to satisfy performance constraint). In addition, our approach tries to reuse communication links across the different phases of the program to maximize link shutdown opportunities for the NoC (to satisfy power constraint). Our results show that the proposed approach is very effective in improving on-chip network reliability, without causing excessive power or performance degradation. In our experiments, we also evaluate the performance oriented and energy oriented versions of our compiler-directed reliability enhancement scheme, and compare it to two pure hardware based fault tolerant routing schemes. © 2010 ACM.Item Restricted Conceptual dimensions and boundaries of participation in organizations : a critical evaluation(1978) Dachler, H. PeterItem Open Access Confidential revenue and profit forecasts by management and financial analysts : evidence from Turkey(1992) Seçilmiş, Kahraman BügeThis study is a replication of a study conducted by Schreuder and Klaassen in the Netherlands, in 1984 called "Confidential Revenue and Profit Forecasts by Management and Financial Analysts". The aim of the study is to examine the accuracy of management's internal forecast of revenue and profit, taking analysts' forecasts as a standard of comparison for Turkey. This research design differs from the previous research in that (a) it is based on confidential instead of published data, (b) it includes revenue and profit data, and (c); it investigates the extent to which the forecasters themselves, were surprised by the actual outcomes. For the study, management and analysts' forecasts on 18 companies in Istanbul Stock Exchange were collected. The findings show that managers perform slightly but not significantly better than the analysts. The errors rare close but smaller than the Schreuder and Klaassen' s study, 'and the difference between the revenue and profit forecasts' error is small whereas it is much higher for world revenue and prof'it forecast errors difference.Item Open Access Dynamic financial planning: certainty equivalents, stochastic constraints and functional conjugate duality(Taylor & Francis, 2005) Jefferson, T. R.; Scott, C. H.This paper studies portfolios under risk and stochastic constraints. Certainty equivalents combine risk aversion and exponential utility to form the objective. Budget and stochastic constraints on the account balance are used to ensure a positive net worth over time. These portfolio models are analyzed by functional conjugate duality for general distributions and by conjugate duality for the normal distribution. All the programs are convex. The duals provide insight into this approach and relate it to other stochastic and financial concepts.Item Open Access Exploring the impact of technological competence development on speed and NPD program performance(Wiley-Blackwell Publishing, 2010) Acur, N.; Kandemir, D.; De Weerd‐Nederhof, P. C.; Song, M.With growing levels of competition across industries, technological competence is increasingly viewed as crucial for businesses to maintain their long‐term competitive advantage. Although there are many theoretical arguments about how firms' competences can yield competitive advantage and performance improvement, we have a limited understanding of where the capabilities originate in the context of NPD or what kind of product portfolios, internal climate, and strategic alignment are required to build them. Moreover, empirical evidence for technological competence development is limited and comes primarily from case studies, anecdotal evidence, and management impressions. Accordingly, this research addresses these gaps by presenting and testing a conceptual model of technological competence development in NPD. This study makes advances in applying a dynamic capability approach to technological competence development in NPD, and investigates the impact of innovative climate, technological alignment, and project portfolio management on technological competence development as well as NPD speed. Moreover, the factors that might influence NPD program performance are also investigated. The analysis, based on data collected from 111 firms, shows that a firm's innovative climate, technological alignment, and portfolio management are positively associated with technological competence development. While technological alignment was found to be negatively related to NPD speed, portfolio management, and technological competence development were found to have positive effects on speed. However, innovative climate had no significant impact on speed. Moreover, technological competence development and portfolio management were found to be positively related to NPD program performance. Finally, no support was found for the relationship between speed and NPD program performance.Item Restricted Futbolla geçen 60 yıl: Abdullah Aktuğ(Bilkent University, 2021) Ümit, Mert Atakan; Mutlu, Pelin; Pilavoğlu, Özden İzgi; Ersin, Aleyna Hafsa; Bulgan, Ebru ÇağlaAnkaragücü Spor Kulübü, taraftar kitlesiyle ve başarılı oyuncu kadrosuyla Ankara’nın ve Türkiye’nin önde gelen futbol takımlarından biridir. Takım geçmiş yıllarda ve günümüzde birçok başarılı oyuncu ve yöneticinin adımlarından bir tanesi olmuştur. Ankaragücü’nün bu başarılı yöneticilerden birisi Abdullah Aktuğ, namı diğer Apo Dayı’dır. Abdullah Aktuğ; Adana Demirspor ve Trabzonspor’un eski futbolcusu, aynı zamanda da Ankaragücü eski yöneticilerindendir. Bu araştırmada Apo Dayı’nın futbol geçmişiyle alakalı gazete haberlerinden, görsellerden, sözlü kaynaklardan, bazı yazılı belgelerden ve özellikle de ilk ağızdan, kendisinden bizzat alınan bilgilerden faydalanılarak kişinin futbol öncesi ve sonrası hayatı, Ankaragücü’nün Apo Dayı yönetiminde olduğu yıllardaki durumu, taraftar tarihi ve Abdullah Aktuğ’un özel hayatı anlatılmıştır. Yönetici olarak yer aldığı 15 yılda sağladığı faydalar ve sayesinde yaşanan önemli değişimler ve yenilikler sayesinde takımı ileri noktalara taşıyan Abdullah Aktuğ’un yaşam ve başarı öyküsü; Türk futbol tarihinde yaşanan zorlukları, değişimleri ve özellikle Ankaragücü’nün başlangıçtan günümüze gelişimini gözlemleyebilmek adına büyük önem taşımaktadır. In this respect the historical formation of management discipline, its basic principles, and its functioning are investigated. It is argued that management as a business administration operates as a control mechanism within the workplaces. However, management as an administrative practice is not limited to business organizations but spread through the public institutions in the post war years. In other words, the mentality of management infiltrated into public institutions and eventually influenced the relations between the state and citizens. Then, this thesis argues that management as a control mechanism has expanded into society at large. In order to investigate the social and political significance of management both in private and public organizations two concepts of Michel Foucault will be applied: one is Panopticism. It shows how management works as a disciplinary mechanism. The other is Governmentality. Öğrenci kapasitesi oldukça yüksek olmasına rağmen taban puanları ,ülkenin diğer devlet üniversitesi işletme bölümlerine nazaran, oldukça yüksek bir ÖSYM sınavı başarısı gerektirmektedir. Türkiye derecesi sahibi öğrencileri sayesinde ODTÜ işletme bölümü alanında başarılara sahip olmayı sürdürmektedir. ODTÜ İşletme Bölümü’nü diğer denklerinden ayıran en önemli özellik, işletmeyi akademik bir disiplin olarak Türkiye akademisine kazandırmış olmasıdır. Türkiye’de faaliyete giren ilk İşletme Bölümüne sahip olan ODTÜ İktisadi ve İdari Bilimler Fakültesi, alanda öncülük eden bir bölüm olarak Türkiye’de akademik anlamda işletme disiplininin temellerini atmıştır. The manager pays the investors coupons at a constant rate and receives a management fee proportional to the value of the portfolio. He/she also has the right to walk out of the contract at any time with the net terminal value of the portfolio after payment of the investors' initial funds, and is not responsible for any deficit. To control the principal losses, investors may buy from the manager a limited protection which terminates the agreement as soon as the value of the portfolio drops below a predetermined threshold. We assume that the value of the portfolio is a jump diffusion process and find an optimal termination rule of the manager with and without protection. We also derive the indifference price of a limited protection. We illustrate the solution method on a numerical example. The motivation comes from the collateralized debt obligations.Item Open Access Overnight borrowing, interest rates and extreme value theory(Elsevier BV, 2006) Gençay, R.; Selçuk, F.We examine the dynamics of extreme values of overnight borrowing rates in an inter-bank money market before a financial crisis during which overnight borrowing rates rocketed up to (simple annual) 4000 percent. It is shown that the generalized Pareto distribution fits well to the extreme values of the interest rate distribution. We also provide predictions of extreme overnight borrowing rates using pre-crisis data. The examination of tails (extreme values) provides answers to such issues as to what are the extreme movements to be expected in financial markets; is there a possibility for even larger movements and, are there theoretical processes that can model the type of fat-tails in the observed data? The answers to such questions are essential for proper management of financial exposures and laying ground for regulations. © 2005 Elsevier B.V. Bu araştırma kapsamında, Peyman Eren’le röportaj yapılmıştır ve Peyman Eren’in kişisel arşivinden çeşitli belgelere araştırma yazısında yer verilmiştir. Bu yazıda 1937’den günümüze kadar Peyman Eren’in hayatı dört farklı zaman dilimine ayrılıp incelenmiştir: öğrencilik hayatı, öğretmenlik hayatı, idarecilik hayatı ve emeklilik hayatı. Peyman Eren hakkında yapılan araştırmalar sınırlı sayıda olduğundan, ikinci kaynaklara da başvurulmakla beraber ağırlıklı olarak Peyman Eren’le yapılan röportajdan ve kendisinin kişisel arşivinden faydalanılmıştır. Eren’in öğretmenlik mesleği, MEB ve YöK gibi çeşitli mecralardaki yöneticilik görevleri esnasındaki tecrübeleri ve gerek yurt içinde gerek yurt dışında olmak üzere eğitim amaçlı yaptığı çalışmalar araştırma kapsamındadır. Peyman Eren özellikle genç kız ve kadınların eğitimine destek olmaya çalışmış; hayatının tüm safhalarında bunun için emek sarf etmiştir. Bu yazı da Eren’in eğitime yaptığı önemli katkılara dikkat çekmek amacıyla yazılmıştır.Item Open Access Pricing and revenue management: the value of coordination(INFORMS Inst.for Operations Res.and the Management Sciences, 2014) Kocabiyikoǧlu, A.; Popescu, I.; Stefanescu, C.The integration of systems for pricing and revenue management must trade off potential revenue gains against significant practical and technical challenges. This dilemma motivates us to investigate the value of coordinating decisions on prices and capacity allocation in a stylized setting. We propose two pairs of sequential policies for making static decisions - on pricing and revenue management - that differ in their degree of integration (hierarchical versus coordinated) and their pricing inputs (deterministic versus stochastic). For a large class of stochastic, price-dependent demand models, we prove that these four heuristics admit tractable solutions satisfying intuitive sensitivity properties. We further evaluate numerically the performance of these policies relative to a fully coordinated model, which is generally intractable. We find it interesting that near-optimal performance is usually achieved by a simple hierarchical policy that sets prices first, based on a nonnested stochastic model, and then uses these prices to optimize nested capacity allocation. This tractable policy largely outperforms its counterpart based on a deterministic pricing model. Jointly optimizing price and allocation decisions for the high-end segment improves performance, but the largest revenue benefits stem from adjusting prices to account for demand risk.Item Restricted Technology choice and the distribution of income(1981) Ranis, Gustav
