Today Information Technologies create base for the most important decision support systems for the practices in academia, business and politics. The effectiveness and success of operations that are supported by information systems are directly correlated with the quantity, accuracy, timing, credibility and the quality of the information that prevails in the system. Rapid development of these technologies in recent decades allows high level of information transaction and communication through the whole world. The quantity of information that flows through information systems has increased tremendously. New researches and technological applications in this area aim to improve the systems quantitatively. However, despite a huge and continuous increase in information flow, the quality and reliability of the information in the systems are doubtful from many perspectives. We believe that quality and reliability considerations in information technologies are not handled by researchers and users adequately. So in this research we decided to discuss about quality and reliability aspects of the information flow. To be able to evaluate the information from qualitative perspectives, we believe that it is crucial to handle the problem in science and especially in social sciences by endogenising socio-economic phenomena and science methodology approaches. We hope this work will create a stimulus for researchers of Information Technologies and Systems to give importance to the reliability and quality of information issues.

Bilgi teknolojilerinin mühendislerin bilimsel iletişim davranışlarına etkisi

Bilgi teknolojilerinde yaşanan gelişmeler bilgi kanal, kaynak ve hizmetlerini çeşitlendirmekte, bu durum, kütüphanelerin sundukları bilgi hizmetlerini elektronik ortama yönlendirmekte ve bilimsel iletişimde oynadıkları rolü değiştirmektedir. Bu çalışmanın amacı, bilgi teknolojilerinin akademisyen mühendislerin bilimsel iletişim davranışları (iletişim kanal ve kaynaklarını kullanma, resmi/resmi olmayan iletişim kurma) üzerindeki etkisini araştırmaktır. Bu amaçla betimleme yöntemi kullanılarak Bilkent Üniversitesinde yürütülen çalışma kapsamında 267 akademisyen mühendise anket dağıtılmıştır (cevaplanma oranı %93,2). Bulgular bilgi teknolojilerinin mühendislerin iletişim davranışlarını değiştirdiğini, elektronik ortamlardan bilgi aramaya yöneliş olduğunu ve Internet’in yoğun olarak kullanıldığını, arama motorlarının en çok kullanılan bilgi erişim araçlarından biri olduğunu ve mühendislerin meslektaşlarıyla iletişim şekillerinin değiştiğini göstermektedir.

A database model for querying visual surveillance videos by integrating semantic and low-level features

Automated visual surveillance has emerged as a trendy application domain in recent years. Many approaches have been developed on video processing and understanding. Content-based access to surveillance video has become a challenging research area. The results of a considerable amount of work dealing with automated access to visual surveillance have appeared in the literature. However, the event models and the content-based querying and retrieval components have significant gaps remaining unfilled. To narrow these gaps, we propose a database model for querying surveillance videos by integrating semantic and low-level features. In this paper, the initial design of the database model, the query types, and the specifications of its query language are presented. © Springer-Verlag Berlin Heidelberg 2005.

Değişen kullanıcı alışkanlıkları doğrultusunda bir web keşif aracı model önerisi

Günümüz kütüphane kullanıcılarının ortak beklentisi ihtiyaç duydukları bilgiye en hızlı ve kolay şekilde erişebilmektir. Son yıllarda internet kullanımının her alanda artması ve erişim hızının yükselmesi, kullanıcıların internet üzerinde yapılan tarama alışkanlıklarında değişiklik yaratmıştır. Bilgi teknolojilerinde yaşanan gelişmeye bağlı olarak kullanıcılar internet, bilgisayar, cep telefonu gibi dijital medya araçlarını kullanan bir grup haline gelmiştir. Bu grubun en belirgin özelliği bilgiye en hızlı ve en kolay şekilde erişmek istemesidir. Benzer şekilde teknoloji alanındaki yenilikler, kütüphane koleksiyonlarındaki kaynak türlerinde çeşitliliğe ve bilgi erişim konusunda yeni olanaklara imkân sağlamıştır. Günümüzde üniversite kütüphanelerinde ulusal ve uluslararası düzeyde birbirinden farklı kütüphane katalogları ve konularına göre farklılık gösteren değişik arayüzlere sahip veri tabanları bulunmaktadır. Bu nedenle kullanıcılar, birbirinden farklı kullanıcı arayüzüne sahip veri tabanlarını ve kütüphane kataloglarını kullanmak yerine Google ve benzeri arama motorları üzerinde tarama yapmayı tercih etmektedirler. Günümüz bilgi ortamında hızla artan kaynak sayısını yönetebilmek, bilgiyi kullanıcıya eş zamanlı olarak eriştirebilmek, birbiriyle bağlantılı kaynakları bir arada sunabilmek için web tabanlı bilgi erişim araçlarını kullanmayı zorunlu hale getirmektedir. Böylelikle, kullanıcılara tek arayüzden tüm kütüphane kaynaklarına hızlı bir şekilde erişim imkânı sunulabilmektedir. Yapılan araştırmanın amacı, kullanıcıların bilgi kaynaklarına erişimlerini kolaylaştıracak bir web tabanlı kaynak keşif aracının ana öğelerini belirlemek ve bu alt yapıya uygun olarak yönetimsel ve işlevsel uygulama adımlarını içeren bir model önerisi sunmaktır. Bu amaçla kullanıcı beklentilerini tespit etmek için araştırmacılardan ve kütüphane daire başkanlarından anket yöntemiyle veri toplanmıştır. Araştırmadan elde edilen veriler değerlendirilmiş ve araştırmanın hipotezleri doğrulanmıştır. Buna göre, kullanıcılar Google gibi tek ve basit bir arama kutucuğu üzerinden ilgililik durumuna göre sıralanabilen ve listelenen sonuçlar üzerinden doğrudan erişebildikleri kaynaklara yönelmektedirler. Mevcut web keşif araçları araştırmacıların bilgi ihtiyacını gidermede yetersiz kalmaktadır. Ülkemizdeki üniversite kütüphanelerinde kullanıcıların bilgi ihtiyacını karşılayacak, tüm bilgi kaynaklarının taranabildiği hızlı ve basit tek arayüz sunan, ticari olmayan bir platforma ihtiyaç duyulmaktadır. Bu kanıtlanan hipotezler ışığında ihtiyacı karşılayacak olan web keşif aracının genel öğeleri saptanmış; yönetimsel ve işlevsel açıdan uygulama adımları model önerisi olarak sunulmuştur.

An experimental validation of an online adaptive cooperation scheme for spectrum sensing

Cooperative spectrum sensing methods in the literature assume a static communication scenario with fixed channel and propagation environment characteristics. In order to maintain the level of sensing reliability and performance under changing channel and environment conditions, in this study, an online adaptive cooperation scheme is proposed. Energy detection data from each cooperating sensor are fused together by an adaptive weighted linear combination at the fusion center. Weight update operation is performed online through the use of orthogonal projections onto convex sets (POCS). Also, in this paper, an end-to-end methodology for a flexible experimental setup is proposed. This setup is specifically deployed to emulate the proposed adaptive cooperation scheme for spectrum sensing and validate its practical use in cognitive radio systems. © 2011 IEEE.

First large-scale information retrieval experiments on Turkish texts

We present the results of the first large-scale Turkish information retrieval experiments performed on a TREC-like test collection. The test bed, which has been created for this study, contains 95.5 million words, 408,305 documents, 72 ad hoc queries and has a size of about 800MB. All documents come from the Turkish newspaper Milliyet. We implement and apply simple to sophisticated stemmers and various query-document matching fonctions and show that truncating words at a prefix length of 5 creates an effective retrieval environment in Turkish. However, a lemmatizer-based stemmer provides significantly better effectiveness over a variety of matching functions.

International and Turkish information technology standardization

The International Organization for Standardization (ISO) is working towards establishing worldwide concensus-oriented standards in information technology. The report reviews the state-of-the-art in information technology standardization. It establishes that the current trend in both hardware and software is towards open platforms and open distributed systems. Networks are evolving towards intelligent networks. Financial institutions and network operating companies are cooperating in ISO committees to prepare security standards. In Turkiye the Turkish Standards Institute (TSE) is active more than ever in promoting the cause of standards. It is recognized that in the information technology area TSE's activities are limited to trying to have the product conformity to the Latin Alphabet No. 5 which includes Turkish characters at all levels. It is the wish of the industry leaders to introduce the present ISO information technology standards and contribute to the future standards. Various mechanisms are discussed on how this can be established.

Kütüphane ve bilgi merkezlerinde elektronik ortamda verilen hizmetler ve teknoloji yönetimi

Bu makalenin amacı, hızla gelişen ve değişen bilgi teknolojileri ile birlikte kütüphaneler ve bilgi merkezlerinde yaşanan değişiklikleri elektronik ortamda sunulan koleksiyonlar ve hizmetler bağlamında tartışmaktır. Literatüre dayalı olarak betimleme yöntemi ile gerçekleştirilen çalışma sonunda, kütüphanelerin geleceği için değişimi iyi ve doğru yönetme, bu bağlamda da yeni projeler geliştirme, yeni teknolojileri takip etme, öğrenme ve hızla hizmetlere entegre edebilmenin gerekliliği dile getirilmiş, bu bağlamda Bilkent Üniversitesi Kütüphanesi’nde gerçekleştirilen uygulamalara yer verilmiştir.

SeaSpider: Automated information gathering on vessel movements in support of marine intelligence, surveillance, and reconnaissance

SeaSpider is an R&D tool to investigate the development of a software agent that would aid an operator in gathering information about marine vessels from public sources on the Internet. This information would supplement sensor information used for Intelligence, Surveillance, and Reconnaissance (ISR) to enhance Maritime Domain Awareness (MDA) and to complete the Recognized Maritime Picture (RMP). Specifically, SeaSpider is fine-tuned to search for, extract, integrate, and display information about locations (ports), dates and times, and activities (arrival, in berth, departure). One module manages World Wide Web (WWW) searches and retrieves the web pages; another module extracts relevant ship activities, integrates them and populates a database; a third module retrieves information from the database in response to user-generated queries. In this paper, the SeaSpider concept is introduced, the design details of the prototype are presented, and performance is analyzed, with a view towards future research.
