Erken Cumhuriyet dönemi eğitim bilimleri alanında yurtdışı öğrenci gönderme programı: Şükran Oğuzkan'ın deneyimleri

Osmanlı İmparatorluğu’nda III. Selim döneminde başlayan yurt dışına öğrenci gönderme programları Erken Cumhuriyet Dönemi’nde de devam etmiştir. 1416 sayılı Kanun ile sistematik hâle getirilmiş yurt dışına öğrenci gönderme programını ele alan bu araştırmada, programın bizzat bir parçası olan Şükran Oğuzkan’ın tecrübelerinden ve özellikle eğitim alanında gönderilen öğrencileri ele alan akademik araştırmalardan yararlanılmıştır. Araştırma dâhilinde programın yasal dayanakları detaylı bir şekilde incelenmiş, programa katılan öğrencilerin ve özellikle Şükran Oğuzkan’ın Türkiye’ye döndükten sonra yurda sağladıkları faydalar tartışılmıştır. Programın Türkiye’nin ilim seviyesini yükseltmek amacıyla tasarlanmış olduğu göz ardı edilmemiş fakat tarafsız bir gözle programın ülkeye sağladığı faydalar kadar program sırasında yaşanan aksaklıklar ve eksiklikler de araştırmanın merceğinde tutulmuştur. Böylece ülkeyi kalkındırma çabalarıyla geçen Erken Cumhuriyet Dönemi’nde var olan ekonomik, sosyal ve idari sorunlar araştırılmış ve bu sorunların tahsil görmeye çalışan genç nesil üzerindeki etkileri bizzat o dönemde bulunmuş bir öğrenci gözünden tahlil edilmiştir.

The practise of sending students abroad for education purposes that first started with III. Selim in the Ottoman Empire was carried on in the Early Republic Era. This research paper, which addresses the student sending programme systematized by the 1416. Legislation, benefited from peer-reviewed scholar articles about students send abroad especially in the field of educational sciences and the experiences of Şükran Oğuzkan, who was personally a part of the programme. Within the research paper, the legal foundation for the student sending programme was closely scrutinized and the use of the attendant students to enhancing the welfare of the country, focusing primarily on Şükran Oğuzkan, was discussed. The fact that the programme was designed for increasing the level of education within the country was not overlooked, however; the impediments and shortcomings during the programme were included in the scope of the paper in an unbiased manner. This way, the economic, social and administrative issues in the Early Republic Era, where the main objective was getting the country to prosper, were researched and the repercussions of these issues on the young generation were evaluated through the lens of a student who personally was affected by them.
