Item Open Access Environmental protection and international cooperation: the case of the Turkish straits(1995) Tosun, OrayIndustrial and technological improvements have globalized environmental problems. This reality has developed the environmental conscience both at national and international levels and almost all states have formed their own environmental policies. The environmental disasters which transpass national boundaries put'forth the reality that they can only find solution by the cooperation of those states concerned. The serious effects of the tankers and oil spills caused by tanker accidents or other operations cannot be underestimated. The tanker accidents which have occurred for years in the Turkish Straits have put them in an ecological danger and require some technical and legislative amendments for the protection of this region which has a historical value and strategic importance for today's Turkey. ABSTRACT The purpose of this study is to stress the importance and the seriousness of this issue; and to show that precautions must be taken not'only for security purposes but also for ecological protection. By an analysis of the case of the Turkish Straits, this study suggests that such cases are not only national problems, but they have a universal nature which requires international cooperation.Item Open Access Market-based environmental regulation in the post-kyoto world : analysis of Turkey's action plan in general equilibrium framework(2012) Akın Olçum, GökçeThe purpose of this dissertation is to investigate the economic impacts of Turkey’s environmental regulation based on emission trading schemes in the post-Kyoto world. The dissertation is composed of two main parts. The first part is dedicated to the methodology underlying the Multi-Region Environmental and Trade Policy Analysis (MR-ETPA) model, which is developed for simulating market-based environmental regulation policies in general equilibrium framework. In the second part, the MR-ETPA model is further used for simulating the potential emission trading schemes that Turkey considers to apply, i.e. unilateral nationwide trading and international trading of permits within the European Union Emission Trading Scheme (EU ETS). The results indicate that Turkey has economic gains under bilateral trading within the EU ETS in comparison to domestic trading schemes. The economic benefits of the European Union highly depend on the design of the Turkish emission trading scheme. While unilateral trading schemes result in economic gains for the European Union, the net effect under bilateral trading very much depends on the total cost burden that Turkey imposes on the individual sectors.Item Open Access Post-occupancy evaluation on environmental quality in new development areas: the case of Eryaman(1996) Duyar, UmutIn this work, it is aimed to evaluate new development areas by means of four measures: appropriation of space, affordances of environment, allocation of functions and contribution by inhabitants. They are derived from three realms of discussion, which are societal organization, physical environment, and manenvironment interaction, after a study on components of built environment and historical evolution of these new development areas. A post-occupancy evaluation study is applied in Eryaman, a Mass Housing District in Ankara. As the result of this study, inadequecies of this kind of settlements are defined and some proposals for pre-planned districts are developed.Item Open Access Saving the Mediterranean: Med plan and international cooperation(1995) Talu, Zeynep AslıThe pollution of the Mediterranean environment is a problem common to almost all of the bodies of water on the surface of the earth. What sets the pollution in the Mediterranean Sea apart from any others is that intensive international efforts at overcoming i t have been underway for decades now and w ith considerable success. The Mediterranean Action Plan is the f ir s t example of an extensive regional effort at overcoming marine pollution. Although it has not been able to reverse the damage done to the Mediterranean Sea, i t has nevertheless given rise to a consciousness of pollution and the need fo r controlling i t and consequently has saved the Mediterranean from a doomsday scenario which would otherwise have been awaiting it. Moreover, it is important in that it managed to bring all of the Mediterranean litto ra l countries to the negotiations table despite their differences, though they were many. In this respect, the success achieved in the Mediterranean Action Plan can be base to international environmental cooperation in other environmental issues.Item Open Access A scheme for allocating marine pollution costs - a case study of Izmit Bay area(1994) Kaşıkçı, SuzanThis study determines what should be the contribution of each firm to the cleaning up cost of the eastern part of İzmit Bay. The total initial investment of cleaning up the eastern part of the bay consists of: the costs of the inciniration plant, waste water purification plant, collector, and solid waste depositing plant. As the marine pollution is considered in this study, calculations are based on the initial investment costs of collector and waste water purification plant. At the first step, establishments are ranked and scaled with respect to their daily total discharge in volume. After this initial stage two models are designed to determine the contribution costs. In the first model costs are determined for each establishment, where as, in the second model costs are determined per parameter for each establishment. The results indicate that the second model is more accurate since, it is possible to be more specific in cost allocation.
