Item Open Access Body, disease and late Ottoman literature : debates on Ottoman muslim family in the Tanzimat period (1839-1908)(Bilkent University, 2008) Demirci, TubaThis study analyzes the development and transformation of Ottoman population policies and medical regulations together with their social impact in the Tanzimat Period. It also aims to document the transformation of Ottoman modern state apparatus in the scope of population policies, which characterized the era for their political, economic, moral, sanitary and military significance. Population and public health policies, diverse regulatory discourses related to these policy orientations, and finally literary works belonged to the Tanzimat period are evaluated to historicize the re-construction of power, and the emergence of Ottoman modern (Muslim) family and individual.Item Open Access Democracies linked to greater universal health coverage compared with autocracies, even in an economic recession(Project HOPE, 2021-08) Templin, T.; Dieleman, J. J.Despite widespread recognition that universal health coverage is a political choice, the roles that a country’s political system plays in ensuring essential health services and minimizing financial risk remain poorly understood. Identifying the political determinants of universal health coverage is important for continued progress, and understanding the roles of political systems is particularly valuable in a global economic recession, which tests the continued commitment of nations to protecting their health of its citizens and to shielding them from financial risk. We measured the associations that democracy has with universal health coverage and government health spending in 170 countries during the period 1990–2019. We assessed how economic recessions affect those associations (using synthetic control methods) and the mechanisms connecting democracy with government health spending and universal health coverage (using machine learning methods). Our results show that democracy is positively associated with universal health coverage and government health spending and that this association is greatest for low-income countries. Free and fair elections were the mechanism primarily responsible for those positive associations. Democracies are more likely than autocracies to maintain universal health coverage, even amid economic recessions, when access to affordable, effective health services matters most.Item Open Access Extremely skewed X-chromosome inactivation is increased in pre-eclampsia(Springer-Verlag, 2007-03) Uz, E.; Dolen, I.; Al, A. R.; Ozcelik, T.Pre-eclampsia is a disorder that affects approximately 5% of pregnancies. We tested the hypothesis that skewed X-chromosome inactivation (XCI) could be involved in the pathogenesis of pre-eclampsia. Peripheral blood DNA was obtained from 67 pre-eclampsia patients and 130 control women. Androgen receptor (AR) was analyzed by the Hpa II/polymerase chain reaction assay to assess XCI patterns in DNA extracted from peripheral-blood cells. In addition, buccal cells were obtained from seven patients, and the analysis repeated. Extremely skewed XCI was observed in 10 of 46 informative patients (21.74%), and in 2 of 86 informative controls (2.33%, P = 0.0005; χ2 test). Our findings support a role for the X-chromosome in the pathogenesis of pre-eclampsia in a subgroup of patients.Item Restricted Osmanlı’da ve Türkiye’de aşı tarihi(Bilkent University, 2020) Seyitoğlu, Deniz Ege; Aksoy, Taylan Özgür; Şakiroğulları, Deniz; Köse, Zeynep; Kösterit, DemirAşılar toplum sağlığının korunmasının önemli bir parçasıdır. Aşılanmış bir toplum salgınlara karşı da bağışıklık kazanmış olur. Hem Osmanlı devletinde hem de Türkiye Cumhuriyeti'nde toplum sağlığını korumak ve salgınlarla mücadele etmek adına birçok aşı çalışması yapılmış, çeşitli kurumlar ve yasalar faaliyete geçirilmiştir. 19. yüzyıl ve sonrasında Osmanlı yüzünü Avrupa'ya dönmüş ve aşı alanındaki çalışmaları yakından takip etmiştir. Tüm bu çalışmaların sonucunda çiçek, kuduz ve verem aşısı gibi birçok aşının üretimi yapılmış ve bu alandaki bilgi birikimi arttırılmıştır. Tüm bu bilgi ve deneyimler Türkiye Cumhuriyeti'ne kalmış, 1997'ye kadar çalışmalar sürdürülmüş ve aşı üretimine devam edilmiştir. Bu proje kapsamında salgın hastalıklarla mücadele konusunda büyük bir önem teşkil eden aşı üretimi Osmanlı döneminden başlayarak günümüz Türkiye'sine kadar incelenecektir. 1885’te çiçek aşısı kanunu çıkarılmasından, 1997’ de aşı üretiminin sonlandırılmasına kadar olan bu dönemde üretilen aşılar, üretim yerleri ve toplum sağlığına olan etkileri incelenecektir.Item Restricted Sibirya Tatarları'nın Konya'ya göçü(Bilkent University, 2019) Bayrak, İbrahim; Boran, Sıraç; Yücelen, Utkan; Buharalı, Mehmet Fatih; Karadoğan, Kemal YağızOmsk ve çevresinde yaşayan Sibirya Tatarları zaman içerisinde Çarlık Rusyası'nın Ruslaştırma ve Hristiyanlaştırma baskılarına maruz kalmaya başladı. Toplumsal alanda gördükleri bu baskı ve geleceklerindeki dengesizlikler bu göçün ardındaki en büyük etkenlerden biriydi. 1907 yılında Tatarların göç talepleri Rus hükümetinden onay alınca, halk göçe başladı. 1857 doğumlu din alimi, araştırmacı ve düşünür olan Abdürreşit İbrahim, buradaki Tatar halkının Türkiye'ye göçüne öncülük edip, halkın Türkiye'ye gelmesine yardım etti. Abdürreşit İbrahim öncülüğünde Sibirya'dan Omsk'a, sonrasında tren ile Odessa'ya gelen Tatarlar, ardından yük gemisiyle İstanbul'a vardılar. İstanbul'a gelen halk dönemin hükümeti tarafından kura ile Böğrüdelik köyüne yerleştirildi.
