Türkiye'de T.C. Kimlik numarası uygulamasının tarihi

Dünyada bilişim teknolojileri alanında yaşanan gelişmeler ve ülkelerde hızla artan nüfusun beraberinde getirdiği kamu hizmetlerine daha çok kez ve hızlı erişim sağlama talebi, bu hizmetlerin geleneksel yöntemlerle devam ettirilemeyeceğinin göstergesi olmuştur. Bu kapsamda, ülkeler vatandaşların hayatlarının her alanında karşı karşıya kaldığı nüfus ve devlet işlemlerini daha az maliyetli ve daha hızlı olan elektronik sistemlere taşıyarak yeni bir bürokrasi anlayışı belirlemişlerdir. Bu çalışmada, dünyadaki bahsi geçen akımın Türkiye temsilcisi olan MERNİS (Merkezi Nüfus İdaresi Sistemi) projesi ve bu projenin kapsamında geliştirilen on bir haneli T.C. Kimlik Numarası uygulamasının ne olduğu tarihsel arka plan ve sebep sonuç ilişkileri göz önünde bulundurularak incelenmiştir.

The developments in the field of information technologies in the world and the demand for faster and more frequent access to public services brought by the rapidly increasing population in countries have been an indication that these services cannot be continued with traditional methods. In this context, countries have determined a new understanding of bureaucracy by moving population registration and state transactions that citizens face in every aspect of their lives to electronic systems that are less costly and faster. In this study, the MERNIS (Central Population Administration System) project, which is the Turkey representative of the aforementioned trend in the world, and the eleven-digit T.C. Identity Number application developed within the scope of this project, are examined by considering the historical background and cause-effect relationships.
