Savunma Sanayi Müsteşarliğinin kuruluşu, ilk yılları ve gelişimi

Abstract

Türkiye’de savunma sanayi cumhuriyet sonrasında önem verilen alanlardan biridir. Osmanlı Devleti’nin Avrupa’daki gelişmelere yetişememiş olması cumhuriyetin ilk yıllarında Türkiye’nin savunma sanayi altyapısının yetersiz kalmasına sebep olmuştur. 1950’lerde Cumhuriyet sonrası dönemde başka ülkelerden gelen silah ve savunma yardımları bir süreliğine yerli üretimi arka plana atmış ve bu durumun etkileri ilerleyen yıllarda yaşanan ambargolarla gün yüzüne çıkmıştır. Savunma sanayinin bağımsızlığının öneminin anlaşılması ile ulusal savunma sanayi altyapısını güçlendirme ve dışa bağımlılığı azaltma yönünde adımlar atılmıştır. Savunma Sanayi Müsteşarlığı, yerli savunma sanayinin güçlendirilmesi yolunda atılan en önemli adımlardan biri olmuştur. Savunma Sanayi Müsteşarlığı’nın kurulmasından sonraki dönemde ise Türkiye’nin savunma sanayi alanındaki altyapısı hızlı bir şekilde gelişmiş ve dışa olan bağlılığı önemli bir ölçüde azalmıştır. Bu değişimin etkileri ise dış politikada da görünür bir hale gelmiştir.

After the establishment of the Republic, Türkiye has heavily focused on the defense industry. Since the Ottoman Empire was incapable of keeping up with modernization in Europe, Türkiye did not have a proper defense industry infrastructure in the first years of the Republic. In the post-Republic period in the 1950s, dependence on the foreign countries’ weapons and defense aid permanently inhibited manufacturing and its progress. The outcomes of this reliance were understood when embargoes were imposed in subsequent years. Being aware of the significance of the independence in the defense industry, steps were taken to strengthen the national defense industry infrastructure and decrease the level of the foreign dependency. Also the establishment of the Undersecretariat for Defense Industries (SSM) was one of the most crucial touchstones towards reinforcing Türkiye’s defense industry. After the foundation of the Undersecretariat for Defense Industries (SSM), Turkey's defense industry infrastructure has significantly developed, and its dependency on foreign countries significantly decreased. The effects of these changes become noticeable in the foreign policy of Türkiye as well.
