Cemil Topuzlu, who completed his medical education in France, visited a lot of European cities and during his stay, he studied and got influenced by Western architecture. After returning to his country, he became known for initiating many reconstructructions and eventually wanted to build a pavilion for himself. He chose Çiftehavuzlar as the location, in which Muhittin Bey Mansion was also located. Topuzlu assigned Vallaury as the architect, who demonstrated the east-west synthesis successfully in his buildings in Beyoglu. After seeing the pavilion, the grand vizier appreciated his work so much that he appointed Topuzlu as şehremini, the mayor of İstanbul. He brought innovations that would initiate the change in not only Çiftehavuzlar but also in Istanbul. In conclusion, Çiftehavuzlar, which was inhabitable before, became one of the places frequented by the intellectuals after these changes. Buyuk Kulup helped to increase the quality of the district by moving their facilities to Çiftehavuzlar.en_US
