Ankara Şeker Fabrikası

Abstract

Bu makalede Osmanlı döneminden başlayarak Türkiye’de şeker üretiminin günümüze kadar olan süreci ve Ankara şeker fabrikasının kuruluşunu ele aldık. Bu neticede milli hasılaya katkıları, pancarın şekere dönüşüm süreci; sonrasında ise şeker fabrikaları hususunda tartışmalara sebep olan özelleştirme politikaları ve uygulanma süreci değerlendirilmiştir. Pancarın hangi aşamalardan geçerek şekere dönüştüğü, bu işlemler sonucunda elde edilen şekerin kullanım alanı ve üretim teknolojilerine yer verilmiştir. Özelleştirmenin gelir dağılımına etkisine bakılarak, kapasite kullanım oranlarının şeker satış maliyetine etkisi incelenerek özelleştirme politikasının analizi yapıldı. Sonrasında ise, özelleştirme politikasının işçilere ve işçi sendikalarına etkileri değerlendirilmiş olup, özelleştirme politikası sonucunda ise bu durumun en önemli muhatapları olan işçilerin durumu göz önünde bulundurulmuş ve Ankara Şeker Fabrikası çalışanlarıyla röportajlar yapılmıştır. Özelleştirme politikası ve üretim durumu hakkında bilgiler ışığında Ankara şeker fabrikasının günümüz durumu incelenmiştir. In this article, it discussed the process of sugar production in Turkey starting from the Ottoman period and the establishment of the Ankara Sugar Factory. Hence, their contribution to the national product, the conversion process of beet to sugar; afterwards, the privatization policies and its’ implementation process, which caused controversial discussions, were evaluated. The stages in which the beet turns into sugar, the usage area of the sugar obtained as a result of these processes and the production technologies are given. The privatization policy was analyzed by examining the effect of privatization on income distribution and the effect of capacity utilization rates on sugar sales costs. Following that, the effects of the privatization policy on the workers and trade unions were evaluated, and as a result of the privatization policy, the situation of the workers, who were the most important interlocutors of this situation, was taken into consideration and interviews were made with the employees of Ankara Sugar Factory. In the light of information about the privatization policy and production situation, the current situation of the Ankara sugar factory has been examined.
