This paper aims to contribute to a discussion of the Turkish Educational Reform of the 1930s by examining the role of German Jewish émigrés who sought asylum in Turkey during the Holo caust in transforming the Higher Education system of Turkey. By focusing on one such émigré, Ernst E. Hirsch, an eminent professor of law and political theorist, the paper demonstrates that for both the Turkish government and the Jewish emigrès it was not humanitarian effort but self serving interest which was the motivating factor behind the reform.
