Although the Ombudsman system is a newly established system in Turkey, the history of the institution goes back to the Ottoman Empire. The Ombudsman system, which has disappeared in the period of stagnation and regression of the Ottoman Empire, has become a current issue in Turkey after some flaws and deficiencies were observed in the political, administrative and juridical control ways. In 2010, constitutional amendments were made in Turkey so that the public can benefit from the Ombudsman Institution as an audit system. This research focuses on the mission of the Ombudsman Institution, what happened during the establishment process and its current function. The second Chief Ombudsman of Turkey, Şeref Malkoç’s opinions about this issue are included in this research.en_US
