dc.description.abstract1973 ve 1980 yılları arasında CHP’nin yönetimi altında bulunan belediyelerde üretilen ve söz konusu dönemde “yeni”, “devrimci” veya “toplumcu” belediyecilik hareketi olarak isimlendirilen program karşı-hegemonik bir kentsel politika sürecinin bileşeni olarak ortaya çıkmış ve birkaç açıdan dikkate değer özgüllükler barındırmıştır. Her şeyden önce bu programın oluşumu çeşitli disiplinlere mensup kentleşme uzmanlarının katkısıyla ve emekçi sınıfların henüz formüle edilmemiş taleplerine karşılık olarak ortaya çıkmıştır. İkinci olarak, bu hareket Türkiye’de ilk kez yerel yönetimin özerkliği yönünde bir talebin ortaya çıkmasına sebep olmuştur. Üçüncü olarak ise, yeni belediyecilik hareketinin gündemine aldığı uygulamalar kentsel emekçi sınıfların toplumsal bir özne olarak ortaya çıkmasına katkıda bulunmuştur. Makale, Türkiye’deki yerel yönetim geleneğine kısa bir bakışın ardından, 1973–1977 döneminin belediyecilik pratiklerini incelemekte ve son olarak yeni belediyecilik hareketinin uygulamalarını bir üst ölçekte toplumcu bir belediyecilik modeli için geçerli olabilecek boyutlarıyla değerlendirmektedir.en_US
dc.description.abstractThe municipal program that guided the policies of the Republican People’s Party municipalities between 1973 and 1980, which was interchangeably labeled “the new municipal”, “revolutionary municipal”, or “social(ist) municipal” movement, emerged as the component of a counter-hegemonic urban politics and was significant in a number of terms. First of all, it presents a case in which urban professionals undertook a task to invent policies in response to the not-yet-formulated demands of the working classes. Second, the movement raised the demand for autonomy of urban government for the first time in Turkish history. Finally, these policies were essential as they contributed to the making of “urban working classes” as a social actor. Following a brief discussion on the background of urban administration in Turkey, the article analyzes the municipal practices of the 1973-1977 period and evaluates the “new municipal movement” in terms of its validity as a socialist municipal model.
