Öğretmen yetersizliği sorununa çözüm: 1996-1997 atamaları ve bu atamaların öğretmen adayları üzerindeki etkileri

Abstract

Bu araştırma, 1990’lı yıllarda Türkiye’de öğretmen açığı sorununa yönelik çözüm arayışlarını ve özellikle 1996-1997 yıllarında eğitim fakültesi mezunu olmayan lisans mezunlarının öğretmen olarak atanması uygulamasını ele almaktadır. Bu bağlamda, atamaların sadece 1990’lı yıllardaki Türk eğitim politikaları üzerindeki etkisi değil, aynı zamanda bu dönemde öğretmenler üzerindeki bireysel ve mesleki etkileri de incelenmektedir. Araştırmanın odak noktası, bu uygulamanın sınıf öğretmenliği branşına atanmış öğretmenlerle yapılan röportajlar üzerinden formasyon eğitiminin eksikliğinin ve mesleki tecrübesizliğin etkilerinin değerlendirilmesidir. Bu değerlendirme kapsamında, öğretmen adaylarının yaşadığı deneyimler, karşılaştıkları zorluklar ve bu uygulamanın mesleki gelişimlerine katkıları veya sınırlamaları gibi unsurlar derinlemesine analiz edilmiştir. Araştırma, hem öğretmen açığı sorununa yönelik politika tercihlerini hem de bu tercihlerin eğitim sistemine ve bireylere etkilerini tarihsel bir perspektifle inceleyerek önemli bir katkı sunmayı hedeflemektedir.

This research examines the search for solutions to the teacher shortage problem in Turkey in the 1990s and especially the practice of appointing undergraduate graduates who were not graduates of education faculties as teachers in 1996-1997. In this context, not only the impact of these appointments on Turkish education policies in the 1990s, but also their individual and professional effects on teachers during this period are examined. The focus of the research is to evaluate the effects of this practice on the lack of formal education and professional inexperience through interviews conducted with teachers assigned to the classroom teaching branch. Within the scope of this evaluation, elements such as the experiences of teacher candidates, the difficulties they faced, and the contributions or limitations of this practice to their professional development were analyzed in depth. This research aims to make a significant contribution by examining both the policy preferences regarding the teacher shortage problem and the effects of these preferences on the education system and individuals from a historical perspective.
