Batman’ı sarsan patlama: 1980 Batman Rafinerisi patlamasının nedenleri ve etkileri

Abstract

Bu makale Cumhuriyetin ilanı sonrası Türkiye’nin petrol arama tarihindeki önemli gelişmeleri ve bu süreçte Batman Petrol Rafinerisi’nin kurulması ardından 1980 yılında gerçekleşen rafineri patlaması ele almaktadır. Makalede, rafinerinin kuruluş süreci incelenmiş; bu sürecin bölgenin şehirleşme ve kalkınma dinamiğini nasıl şekillendirdiği ve sosyoekonomik açıdan ne gibi değişimlere yol açtığı değerlendirilmektedir. Ayrıca, petrol rafinerilerinde iş güvenliği konusu ele alınarak, potansiyel tehlikeler, güvenlik standartları ve uygulama protokolleri Batman petrol faciası ışığında değerlendirilmektedir. Son olarak, makalede 2 Haziran 1980 tarihinde Batman Petrol Rafinerisi’nde meydana gelen patlama, gerçekleşme sebepleri, bölge halkı üzerindeki etkileri, maddi ve manevi sonuçları ve patlama sonrasında alınan önlemler analiz edilmiştir. Bu analizler sonucu, gerekli iş güvenliği politikalarının bu rafineride uygulanıp uygulanmadığı sorgulanmakta ve bu politikaların uygulanması sürecinde oluşabilecek potansiyel ihmaller vurgulanmaktadır. Sonuç olarak, Batman Petrol Rafinerisi’nin Türkiye için tarihsel açıdan önemi ve iş güvenliği zafiyetlerinin bu rafineride yaşanan patlamadaki rolü ortaya konulmaktadır. This article investigates the significant events in Türkiye's oil exploration history following the foundation of the Turkish Republic and the Batman Oil Refinery explosion that took place in 1980 after the establishment of the refinery in this period. The article examines the establishment process of the refinery; how this process shaped the urbanization and development dynamics of the region and what kind of changes it caused in terms of socioeconomics are evaluated. Besides, the issue of occupational safety in oil refineries was addressed, and potential hazards, safety standards, and application protocols were evaluated. Finally, the explosion that occurred in the Batman Oil Refinery on June 2, 1980, its causes, its effects on the local people, its material and moral consequences, and the precautions taken after the explosion were analyzed. According to these analyses, it has been questioned whether the necessary safety policies were implemented at this refinery and potential negligence in the implementation process of these policies have been emphasized. To conclude, the historical importance of Batman Oil Refinery for Türkiye and the role of occupational safety deficiencies in the explosion at this refinery have been revealed.
