Abstract

1980 Darbesi sonrası yapılmış ilk yerel seçim olan 1984 seçimleri Türkiye’nin siyasi atmosferinde değişikliklere tanık olmuş bir seçimdir. Ergani’nin çevre illere olan yakınlığı ve Diyarbakır’ın merkez ilçesi olmasının stratejik önemine rağmen halk, belediyeden temel ihtiyaçlar ve belediyecilik faaliyetleri bakımından yeterli dönütleri alamamıştır. Bu sebeple, 1984 yerel seçimlerinin Ergani'de nasıl sonuçlandığı önemli bir konudur. 1984 seçiminden sonra Osman Aslan, Ergani’nin yeni belediye başkanı olmuştur. Yönetiminin ana amacı; halkın refahı için etkili hizmetler sağlamak ve Ergani’yi ekonomi, sağlık, eğitim ve benzeri alanlarda geliştirmek olmuştur. İlçenin bahsi geçen alanlarda birçok değişimden geçmesi sebebiyle Aslan'ın bölgenin gelişimine olan katkısı incelenmeye değer görülmüştür. Yönetimi esnasında Ergani Çimento Fabrikası ilçenin gelişimi için etkili olmanın yanında ülkenin gelişimi için de öne çıkan bir faaliyet olmuştur. Araştırmanın kapsamında; Aslan yönetimindeki belediyenin faaliyetlerinin sebepleri, süreçleri ve sonuçları yaşanan değişimi daha iyi anlayabilmek adına faaliyet raporları, Osman Aslan belgeseli, röportajlar ve haberler doğrultusunda incelenecektir. Despite Ergani's proximity to surrounding provinces and the strategic importance of being the central district of Diyarbakır, the people could not receive sufficient feedback from the municipality in terms of basic needs and municipal activities For this reason, how the 1984 local elections ended in Ergani is an important issue. After the 1984 election, Osman Aslan became the new mayor of Ergani. The main purpose of management is; Our aim is to provide effective services for the welfare of the people and to develop Ergani in the fields of economy, health, education and similar areas. Since the district has gone through many changes in the mentioned areas, Aslan's contribution to the development of the region was deemed worth examining. During his management, Ergani Cement Factory was not only effective for the development of the district, but also became a prominent activity for the development of the country. Within the scope of the research; The reasons, processes and results of the activities of the municipality under the management of Aslan will be examined in line with the activity reports, Osman Aslan documentary, interviews and news in order to better understand the change experienced.
