Abstract

24 Ocak Kararları ile serbest piyasa ekonomisine geçen Türkiye, 1980-1990 yılları arasındaki dönemde tarım politikalarında değişikliğe gitti. Devletin tarım sektöründeki etkisinin azaldığı serbest piyasa döneminde tarım piyasasında arz-talep ilişkisi daha belirgin hale geldi. Devletin, tarım piyasasının regülasyonunu sağlamakla görevlendirdiği Toprak Mahsulleri Ofisi, 1987 yılında dönemin politik nedenlerden dolayı yüksek miktarda mercimek alımı yaptı. Satın alınan mercimeği stoklayan Toprak Mahsulleri Ofisi, yurt içinde mercimek tüketimi seviyesinin yüksek olmaması ve dış piyasada mercimekte fiyat rekabetinin sağlanamaması sebebiyle elindeki mercimek için alıcı bulmakta zorlandı. 1987 sonrası dönemde silolarında bekleyen yüksek miktardaki mercimeği elinden çıkarma çabalarında bulunan Toprak Mahsulleri Ofisi, çeşitli televizyon programlarına ve reklamlara başvurdu.

Following the economic reforms known as the ‘January 24th, 1980 Decisions’, Turkey transitioned towards a free market economy. Between the 1980-1990 period, there were significant changes in the state’s agricultural policies. As the government’s influence in the agricultural sector decreased in this free-market economy period, the supply-demand relationship in the agricultural market became more pronounced. The Turkish Grain Board, responsible for regulating the country’s agricultural market, made substantial purchases of lentils in 1987 due to political reasons. However, despite stockpiling the lentils that had been purchased, The Turkish Grain Board struggled to find buyers. This was because the domestic lentil consumption was not high, and the Board could not compete because of lentil prices in the foreign market. In the post-1987 period, the Turkish Grain Board attempted to reduce the large quantity of lentils stored in its grain elevators by turning to various television programs and advertisements.
