1980 sonrası Türk eğitim sisteminde teftiş sisteminin işleyişi

Abstract

Türk teftiş sistemi Osmanlı'dan günümüze sistematikleşerek gelen Türkiye Cumhuriyeti'nin köklü sistemlerinden biridir. 1980'e kadar olan değişikliklerle şu anki halini almıştır.Teftiş sistemi hiyerarşik bir sisteme göre temellenir. Bunlar en üstten alta Milli Eğitim bakanı, MEB teftiş kurulu başkanı, MEB teftiş kurulu başkan yardımcıları, başmüfettiş, müfettiş, yetkilendirilmiş müfettiş yardımcısı ve müfettiş yardımcısıdır. Bu kişilerin göreve gelebilmesi için bir seçme ve atama sistemi de oluşturulmuştur ancak bu seçme sistemi yıllar içinde değişimlere uğramıştır. Teftiş sisteminde diğer bir önemli konu ise müfettişin görev tanımlarıdır. Müfettişin görev tanımları altı kategoride özetlenebilir: rehberlik, denetim, inceleme, soruşturma, ön inceleme ve araştırma. Son olarak da müfettişlik mesleğini icra ederken karşılaşılan zorluklar teftiş sisteminin öznel bir parçası olarak yer alır. Bu zorluklar kişilik özelliklerine, çevre koşullarına veya aile yapısına bağlı olarak ortaya çıkabilmektedir.

System of inspection is one of the deep-rooted systems of Republic of Turkey from the Ottoman days to the present. Until 1980, system was changed with many regulations and took its current form. System of inspection is based on a hierarchcial system. These are president of MEB department of inspection, vice presidents of MEB department of inspection, chief inspector, inspector, authorized assistant inspector, and assistant inspector. A selection and merit system has also been established in order to take these candidates office. This system has undergone a change in years. Another important standard in the system of inspection is that job descriptions of inspector. These job descriptions can be summarized in six categories and these are guidance, control, examination, investigation, preliminary examination, and research. Last, the difficulties encountered while professing the inspectorship are took place as a subjective part of the system of inspection. These difficulties may arise from characteristics, environmental conditions or family structure.
