Darbe sonrası CHP’nin yeniden kuruluş süreci

Abstract

1970-1980 yılları arasında ülkedeki iç karışıklığın otorite eksikliği nedeniyle artmasıyla birlikte toplumun kutuplaşması ve sonucunda siyasete olan güvenin azalmasından dolayı oluşan ortamdan yararlanan ordunun yönetime el koymasıyla demokratik hayat durdu. Askeri yönetim önce siyaseti yasaklamakla başlayarak çözümü bütün siyasi partileri kapatmakta buldu. Ancak bütün bu yasaklara rağmen CHP sanki yasaklar yokmuşçasına gizli bir şekilde siyasi faaliyetlerini sürdürmeye çalıştı. Demokratikleşmeyle başlayan süreç yeni partilerin açılmasına izin verse de %90 üstünde “evet” oyu alan 1982 anayasası kapanan eski partilerin yeniden açılmasına izin vermiyordu. Bu süreçte yeni açılan partiler eski partilerin açılmasına olumlu bakmamasına rağmen uzun uğraşlar sonucunda anayasada düzenlemeye gidilerek eski partilerin yeniden açılması yasası yürürlüğe kondu. Bu olanaktan faydalanan halkın desteğiyle birlikte yalnızca CHP oldu. Tekrardan açılarak yeni kazanımlarıyla birlikte Türkiye’nin yeniden demokratikleşmesinde katkıda bulunmak adına siyaset hayatına giriş yaptı. Bu çalışmada 12 Eylül darbesi sonrası CHP’nin yeniden açılış sürecinin incelenmesi amaçlanmaktadır.

Between 1970 and 1980, the society became polarized as a result of the increase in internal turmoil due to the lack of authority in the country. And as a result, the army, which took advantage of the environment created due to the decrease in trust in politics, seized the administration and stopped the democratic life. The military administration first started by banning politics and found the solution to close all political parties. However, despite all these bans, the CHP tried to continue its political activities in secret as if there were no bans. Although the process that started with democratization allowed the opening of new parties, the 1982 constitution, which received more than 90% "yes" votes, did not allow the reopening of the old parties that were closed. In this process, although the newly opened parties did not favor the opening of the old parties, as a result of long efforts, the law on reopening the old parties was enacted by making a regulation in the constitution. Only CHP took advantage of this opportunity with the support of the people. CHP reopened and entered politics in order to contribute to the re-democratization of Turkey with his new achievements. In this research, it is aimed to examine the reopening process of the CHP after the coup conducted in september 12.
