Bartın'ı il yapan adam: Hasan Pertev Aşcıoğlu

Abstract

Pertev Aşcıoğlu 1928 yılında Zonguldak’ın Bartın ilçesinde dünyaya gelmiş avukat ve siyasetçidir. Pertev Aşcıoğlu’nun gençlik yıllarından itibaren siyasete olan ilgisi, onu öğrencilik yıllarında İstanbul’da, avukatlık yaptığı meslek hayatı boyunca Bartın’da, milletvekilliği döneminde ise ülke çapında siyasi hayatın içinde tutmuştur. 1983 yılında seçildiği milletvekilliği görevinin son icraatı olarak, 1991 yılında doğup büyüdüğü Bartın ilçesini il statüsüne kavuşturması onun memleketine en önemli hizmeti olarak öne çıkmaktadır. “Bartın’ı İl Yapan Adam” Pertev Aşcıoğlu’nun siyasi ve özel yaşamından kesitlerin yer alacağı bu çalışmada, Bartın tarihi, Bartın’ın nasıl ve hangi şartlarda il yapıldığı, bu süreç içinde çıkan fırsatlar, engeller ve bu engellerin nasıl aşıldığı, Pertev Aşcıoğlu’nun ve sürece şahitlik eden kişilerin ifadeleri ile anlatılacaktır. Bartın’ın il statüsüne kavuşmasından sonra yaşanan sosyal ve ekonomik gelişmeler de konumuz içerisindedir. Pertev Aşcıoğlu’nun 12 Eylül 1980 Askeri Darbesi öncesi Adalet Partisinde, sonrasında Anavatan Partisinde aktif siyasetin içinde yer alması, yine bu dönemde yaşanan siyasi gelişmeleri ele almamıza neden olmuştur.

Pertev Aşcıoğlu was a politician and lawyer. He was born in 1928 in Zonguldak’s Bartın district. Pertev Aşcıoğlu’s interest in politics from his youth led him to stay in İstanbul when he was a student, stay in Bartın when he was a lawyer, and stay in politics when he was a member of parliament. As the last action of the member of parliament duty that he was elected in 1983, him making his hometown Bartın a province stands out as his most important service to his country. In this study, which will cover parts of Pertev Aşcıoğlu’s political and private life as “The man who made Bartın a province”, Bartın’s history, how and in which conditions Bartın became a province, opportunities that arose in this time frame, obstacles and how these obstacles become overcame, will be explained with the help of statements of Pertev Aşcıoğlu and others who witnessed this process. Social and economic developments after Bartın became a province are included in our topic. Pertev Aşcıoğlu’s history as a politician in Adalet Partisi before the 12 September 1980 coup, as a politician in Anavatan Partisi after the coup, and the political developments of this period are determining factors why we chose to discuss this topic.
