Tapu ve Kadastro Kurumunun tarihi

Abstract

Bu araştırma ödevindeki hedef, özellikle kuruluşu Osmanlı dönemine dayanan, şuan Çevreve Şehircilik Bakanlığı'na bağlı olarak çalışmalarını yürüten, taşınmaz mülkiyetinin kontrolü, takibi ve korunması açısından önem atfeden Tapu ve Kadastro Kurumu'nun tarihinin ve faaliyetlerinin incelenmesidir. Bu doğrultuda öncelikle kurumun Türkiye için önemine değinilmiş; ardından kurumun kuruluş tarihine, kurumun tüzüğündeki son değişikliklere ve kurumun merkezi ve yerel teşkilatlanmasına yer verilmiştir. Kurumun eleman yetiştirme süreci altında Tapu ve Kadastro Meslek Lisesi, Yüksekokulu ve harita mühendisliği anlatılmıştır. Kurumun projeleri altında ise TAKBİS, MEGSİS, TARBİS, TKMP VE TUSAGA-AKTİF projelerinin başlangıç tarihleri, amaçları ve sağladıkları faydalar anlatılmıştır. Daha sonra kurumun diğer kamu kurumları ve halk ile olan ilişkilerine ve son olarak kurumun yakın geçmişteki durumuna yer verilmiştir.

The aim of this research assignment is to examine the history and activities of the Land Registryand Cadastre Institution,which wases tablis hedin the Ottoman period and currently carries out its activities under the Ministry of Environmnt and Urbanization and which has importance for the controlling, monitoring and protecting of immovable property. In this context, the importance of the Institution in Turkey has been mentioned above; then, the establishment date of the Institution, the recent amendments to the statute of the Institution and the central and local organization of the Institution are represented. Under the staff training process of the Institution, the Land Registry and Cadastre Vocational High School, School and Map Engineering are explained. Under the projects of the Authority, thestarting dates, objectives and benefits of TAKBİS, MEGSİS, TARBİS, TKMP and TUSAGA-ACTIVE projects are explained. Then, the relation softhe Institution withother public institutions and the public; and finally the recent situation of the Institution are represented.
