Item Open Access The analysis of Turkey's approach to peace operations(2007) Güngör, UğurThis dissertation aims at analyzing the motivations that lie at the roots of Turkey’s involvement in peace operations, mostly organized under the leadership of the United Nations in the post-Cold War era. The main contention is that participation in such operations has been an identity-constructing activity in the sense that Turkey has tried to reinforce its eroding western identity in the 1990s through this particular way. This dissertation also discusses alternative motivations behind Turkey’s involvement in peace operations, such as security-related considerations in a neo-realist vein and domestic influence of ethnic and religion pressure groups, but argues that these accounts fail short of offering convincing explanations. Methodologically, the research for this dissertation will be thematic, not theoretical. The purpose of this study is not to make value judgments concerning Turkey’s participation in peace operations, but instead to describe, understand, and explain its role. Based on Turkey’s experiences in peace operations, this dissertation reaches the following conclusions. First, Turkey’s western image has improved. Second, Turkey could transform its security identity and interests in line with the changing security conceptualizations in the West. Third, the modernization process of Turkish armed forces has become much easier following Turkey’s presence in such operations. Fourth, the prospects of Turkey’s membership in the EU have increased following Turkey’s cooperation with EU members in various peace operations in different regions of the world. Fifth, participation in peace operations has contributed to the improvement of Turkey’s relations with the United States which have gradually deteriorated in the postCold War era.Item Open Access The decision-making process of Turkey deploying Turkish troops to Korea(2005) Tek, HakanThis thesis examines the foreign policy decision-making process and its functioning in Turkey (especially in Turkey’s troop deployment decisions) within the context of the Korean War. Turkish Foreign Policy (TFP) shifted with the changes in the international era after World War II. The threat perception increased resulting in Turkey joining in the United Nations and sending its troops to Korea in order to support the USA and to join NATO. The decision of sending Turkish troops to Korea was given and executed by a few leaders governing Democratic Party. Besides the disputes on the legality of the decision held at the Turkish Assembly the main argument was on the political outcomes (being excepted to western security institutions). So, by underlining how the decision was given, the governing party leaders were criticized rather than the decision itself. In the postCold War era, Turkish Foreign Policy was released from Cold War burdens and foreign policy options multiplied.Item Open Access Doctrine and practice of humanitarian interventions(2008) Kocaman, AyşegülHumanitarian intervention lies at the center of contradictory relations between the principle of state sovereignty and the responsibility to protect human rights. Whereas some theorists define humanitarian interventions as violation of the basic principle of international law and relations, that is the non-intervention principle, and other theorists see humanitarian interventions as the legal and legitimate way of protecting the security of all humanity in the world. The purpose of this study is to contend that the international community has the responsibility to intervene to prevent humanitarian crises. The emerging norm of “responsibility to protect” is getting wider acceptance and support among the scholars in the literature; although no consensus on the legitimacy of humanitarian interventions has been achieved so far. This research also attempts to clarify that the legality and legitimacy of humanitarian interventions is limited to the cases of threats to international peace and security and where there is prior authorization by the United Nations Security Council based on the Charter.Item Open Access Foundation of WHO, UNICEF and ICC. He is also discussing about the future trends and problems of modern medicine.Item Open Access Global disorder and the limits of 'dialogue'(Routledge, 2008) Salt, J.Since 2001 (designated as the UN Year of Dialogue Among Civilisations) several initiatives have been developed as a means of resolving problems whose causes have been ascribed, primarily by Samuel Huntington and Bernard Lewis, to civilisational difference. This article questions responses to the 'clash of civilisations' thesis which seem to accept the postulates on which it is based. It suggests that while dialogue is an indispensable tool of social cohesion, the source of many of the problems that pose a continuing threat to regional and global order is not 'civilisational difference' but the failure of governments to comply with international laws and conventions they have sworn to uphold. The explanation that 'civilisational difference' is the root cause of global disorder allows them to sidestep responsibility for the consequences of their own policies. Manipulation of the United Nations at the level of the Security Council is further evidence that the answer to global problems lies in redressing the failings of an entrenched world system that is based far more on power and state perceptions of self-interest than justice. The clearest evidence of structural weakness in the international system is to be found in the Middle East, where the UN Secretary-General's former special representative to the 'peace process', Alvaro de Soto, has drawn attention to the disjunction between public declarations of good intentions and high-level manipulation of this 'process' by powerful actors from behind the scenes. The article concludes that where dialogue is not the problem, it cannot be the solution.Item Restricted Kore Gazilerimizden Zeynel Kavlak'ın perspektifinden Kore Savaşı(Bilkent University, 2018) Altuntaş, Aysu; Bozdağ, Şevval Eymen; Barlas, Yağmur; Gümüş, Sena; Şenel, RabiaKore Savaşı, 1950-1953 yılları arasında Kuzey Kore ve Güney Kore arasında çıkan, ABD ve çin’in de katılımıyla uluslarası bir boyut kazanan ve Kore’nin Kuzey ve Güney olmak üzere ikiye bölünmesine sebep olan bir savaştır. ABD ve Birleşmiş Milletler’in Güney Kore ile olan ittifakından sonucunda Birleşmiş Milletler üyesi tüm ülkeler asker göndermek durumunda kalmıştır. Türkiye de bir Birleşmiş Milletler üyesi olarak 5090 kişilik bir tugay göndererek bu savaşta Güney Kore safında yer almıştır. Türk askerinin bu savaşa katılması sadece kendi vatanlarının geleceğine değil dünya barışının korunmasına da büyük katkı sağlamıştır. Tüm bunlardan yola çıkılarak bu araştırmada bir devletin ikiye bölünmesi ile sonuçlanan Kore Savaşı ve o dönemde yaşanan zorluklar bu savaşta yer almış gazimiz Zeynel Kavlak’ın anılarından da yararlanılarak anlatılmıştır. Türk askerinin Güney Kore’deki destekleri ve başarıları Türkiye tarihinde önemli bir yere sahiptir.Item Restricted Türkiye’nin kadın mücevherlerinden Yakut Irmak Özden’in hayatı(Bilkent University, 2021) Güleç, Zehra; Kılıç, Duru; Çilkoparan, Selin; Felek, Aslı Sude; Altaş, EdaTürk siyasetinde ve tıp alanında önemli bir figür olan Ord. Prof. Dr. Sadi Irmak’ın kızı Prof. Dr. Yakut Irmak Özden’in hayatı araştırıldı. Babası Mahmut Sadi Irmak (1904 -1990) tıp doktoru ve siyasetçidir. Türkiye'nin eski Başbakanlarından, ilk Çalışma Bakanı ve işçi sigortalarının kurucusudur. Sadi Irmak, Atatürk’ün sunduğu akademik fırsatlar sayesinde Avrupa’da tıp eğitimi alma şansı yakalamıştır ve başarılı bir hayat hikayesi yazmıştır. Babasının başarılı hikayesi, kızı Yakut Irmak Özden’in hayatını etkileyerek hem kendisini hem de babasını temsil ettiği başarılı bir hayat sürmesi için ilham kaynağı olmuştur. Eğitim hayatından başlayarak 1970’lerde Cenevre’de fen lisesinde eğitim görmeye layık görülen ilk kadın öğrenci olmuştur. Ulusal ve uluslararası çapta kadın-erkek eşitliğini savunmuş, sivil toplum kuruluşları (NGO) tarafından “Kaynak Kişilik” olarak seçilerek, 1985’te Nairobi’de toplanan Birleşmiş Milletler (BM) ‘Kadın On Yılı Dünya’ konferansında Türkiye’yi temsil etmiştir. Prof. Dr. Yakut Irmak Özden Darülaceze Vakfı ve Atatürk Kültür Vakfı kurucularından biri olmuş ve uzun yıllar boyunca Atatürk Kültür Vakfı’nın başkanlığını üstlenmiştir. Aynı zamanda Türkiye’de ilk kadın Rotary Kulübü üyesi olmaktadır. Yaptığı çalışmalar ülkemizde ve yurt dışında fark edilerek takdir toplamış ve çeşitli ödüllere layık görülmüştür. Uluslaşma ve Dil” konulu araştırması ile Yunus Nadi Ödülü, “Türkiye’de Kentleşme” araştırmasıyla Ali Naci Karacan Ödülü ve Türkiye-Almanya arasındaki bilimsel işbirliğine katkısı nedeniyle Erich Frank Madalyası bu ödüllerden bazılarıdır. Türkçe ve yabancı dilde yazdığı 70’ten fazla makalesi, biri Fransızca (Fransa’da bulunan) ve üçü Türkçe olmak üzere yayınlanmış dört kitabı bulunmaktadır. Bu çalışmada Cumhuriyet tarihimizin ilklerine imza atan başarılı Türk kadını Prof. Dr. Yakut Irmak Özden’in ilham verici yaşam hikayesi ve hem Türkiye’de hem uluslararası alanda tanınan çalışmaları incelenecektir.Item Open Access UN peacemaking efforts in intrastate conflict : the role of neutrality(2009) Rizzuto, Natalie M.The object of this thesis is to find out how the United Nations (UN) can best achieve a successful outcome in its peacemaking efforts in civil conflicts; specifically it focuses on the question of neutrality or bias in the UN’s peacemaking attempts. By largely using content analysis of UN resolutions and some basic statistics, the findings of this thesis show that the UN is less likely to be successful in the peacemaking of civil conflicts when it is biased. Furthermore, the UN is found more often to be biased than neutral in resolutions pertaining to peacemaking attempts in civil conflicts. These results indicate that, although the UN gains its legitimacy and role in the world from its perceived neutrality, this is not the case and this may have implications for its future intervention efforts in civil conflicts.Item Open Access Unveiling the unknown face: the role of the united nations in promoting democracy(T.C. Dışişleri Bakanlığı Stratejik Araştırmalar Merkezi, 2014) Sejdiu, Bekim; Önsoy, M.The general tendency in academic writing about the UN is to highlight its contribution to the maintenance of international peace and security, as well as its role in boosting economic, social and other forms of cooperation among states. One aspect that has been left rather in the shadow is the UN’s role in democracy promotion. This article explores the UN’s engagement in promoting democracy around the world through theoretical, legal, historical and conceptual lenses. The major question it addresses is whether the UN is engaged in promoting democracy, and, if yes, how this role has manifested itself on normative and institutional grounds. This article identifies fundamental ways in which the UN contributes to the globalisation of the norm of democracy. The major argument underlined by the article is that the UN has a long history of involvement in democracy promotion, although it has done so more spontaneously than in pursuit of a clear objective and strategy. Bunun yanında; araştırma iki ülke arasındaki siyasi gerilimin toplumlara ve siyasilere yansıyış biçimini incelerken, Yunanistan’da yaşamış bir Türk’ün gözünden Yunanistan Türklerinin yaşayışlarını ve karşılaştıklarını gün yüzüne çıkarmaktır.
