    Enlargement - led transformation of Turkish SME policies

    This thesis aims to analyze the effects of Turkey’s membership candidacy to European Union on Turkish small and medium-sized enterprises (SMEs), with respect to the European Union’s (EU) pre- accession strategy and agenda setting role. After giving the contextualization and modus operandi of enlargement- led Europeanization as well as the EU approach to SME policies, historical analysis is utilized to show the evolution of the Turkish policies on SMEs since the establishment of Turkish Republic. The study reaches a conclusion that, EU candidacy, by means of the accession conditionality and its own agenda, led to changes in Turkish SME policy makers’ perceptions regarding the role of SMEs importance in economy and thus paves the way for the solution of Turkish SME’s chronical problems in the long run

    Modelling the relationship between productivity, employment and wages in Turkish small and medium sized enterprises,1981-1998

    This thesis analyzes the empirical relationship between wages and productivity as well as the relationship between wages and employment in Turkish manufacturing industry. Unlike the previous studies done for manufacturing industry, in this study the size definitions of manufacturing industry, sectoral distribution and the sectoral division between public and private sector are considered. In the empirical part of the thesis, first wage and productivity and wage and employment relationships are estimated by using OLS method. After finding out both wage-productivity and wage-employment relationships are significant, descriptive growth rate comparisons are made for the period of 1981-1998. The main conclusion that emerges from both analyses is that relationship between variables of interest is valid. Wages, productivity and employment relationship have important policy implications regarding especially on Turkish small and medium sized enterprises.

    Promoting the role of small and medium sized enterprises in export led industrialization: Taiwanese and Italian experiences and Turkish case

    This research analyses the role of small and medium sized enterprises (SMEs) in Turkey, where an export led growth model is followed in the light of Taiwanese prгıctice. It also examines the alternative ways of exporting for SMEs and their appropriateness to Turkish industry. In this perspective, a broad approach was adopted to consider the role of SMEs in GNP, industry, exports. In addition, the importance of SMEs on employment creation and other aspects of the economy weis presented. SMEs unlike large scale exporters, do have some problems in exports. In this respect the structural problems of SMEs in exports and related government policies for these enterprises were discussed. There is no unique way for a SME to participate in export activities. Among several alternatives, exporting via a trading house through international subcontracting, producing for an indigenous exporter or by direct involvement in exports are the main ones discussed and their consequences on Turkish SMEs considered. Furthermore, factors that lead to a specific model were examined benefiting from the Taiwanese and Korean experiences. Finally, the Italian Federexport model and a latest proposed model in Turkey were discussed in the framework of joint export organizations.
