Item Open Access Global disorder and the limits of 'dialogue'(Routledge, 2008) Salt, J.Since 2001 (designated as the UN Year of Dialogue Among Civilisations) several initiatives have been developed as a means of resolving problems whose causes have been ascribed, primarily by Samuel Huntington and Bernard Lewis, to civilisational difference. This article questions responses to the 'clash of civilisations' thesis which seem to accept the postulates on which it is based. It suggests that while dialogue is an indispensable tool of social cohesion, the source of many of the problems that pose a continuing threat to regional and global order is not 'civilisational difference' but the failure of governments to comply with international laws and conventions they have sworn to uphold. The explanation that 'civilisational difference' is the root cause of global disorder allows them to sidestep responsibility for the consequences of their own policies. Manipulation of the United Nations at the level of the Security Council is further evidence that the answer to global problems lies in redressing the failings of an entrenched world system that is based far more on power and state perceptions of self-interest than justice. The clearest evidence of structural weakness in the international system is to be found in the Middle East, where the UN Secretary-General's former special representative to the 'peace process', Alvaro de Soto, has drawn attention to the disjunction between public declarations of good intentions and high-level manipulation of this 'process' by powerful actors from behind the scenes. The article concludes that where dialogue is not the problem, it cannot be the solution.Item Open Access Parliamentary immunity in democratizing countries: the case of Turkey(The Johns Hopkins University Press, 2009) Wigley, S.This article examines the effect that shielding elected representatives from criminal law might have in those countries that are undergoing democratization. Parliamentary immunity helps to compensate for any shortfall in the human rights enjoyed by ordinary citizens and provides elected representatives with the protection necessary to rectify that shortfall. However, the immunity may also protect subversive advocacy, rights violations and political corruption. Turkey provides an illuminating case study of those challenges to parliamentary immunity. Drawing on the Turkish experience, it is argued that methods other than exposing parliamentarians to criminal prosecution should be used to counter those problems.Item Open Access Partisan legitimacy across generations(Elsevier, 2012) Anderson, C. J.; Just A.In this paper we argue that parties shape their supporters' views about the political system via the messages they communicate about the desirability of the political system. Moreover, we contend that the effectiveness of such communication varies considerably across generations. Combining data from election surveys collected in 15 democracies as part of the Comparative Study of Electoral Systems (CSES) project with data on the policy positions of 116 political parties collected by the Comparative Manifestos Project, we find that supporters of parties that express positive positions toward the political system report systematically higher levels of political legitimacy than supporters of parties that communicate negative views. Moreover, this communication is particularly effective among older party identifiers whose partisan identification tends to be more pronounced. Taken together, these findings suggest that political parties play an active role in shaping citizens' views of the political system but their success in mobilizing consent among citizens in contemporary democracies may weaken with partisan de-alignment and generational change. © 2011 Elsevier Ltd.Item Open Access A tale of two mayors: courts and politics in Iran and Turkey(Cambridge University Press, 2004) Shambayati, H.Countries such as Iran and Turkey do not fit comfortably into the democratic and authoritarian categories. In these countries, elections are held regularly, and the will of the people is accepted as one source of sovereignty. At the same time, both constitutionally and in practice the elected officials have to share the exercise of political power with institutions that do not draw their power directly from the will of the people. In such systems, the judiciary has two important political functions. First, the judiciary acts as a politically insulated decision-maker through which the unelected head can exercise some degree of control over the actions of the elected head. Second, the judiciary's direct involvement in the political arena increases political tensions and legitimates the continuation of the two-headed system. In systems based on divided sovereignty, the tensions created by the judicialization of politics contribute to the stability of the regime. The first two sections of the article develop the theoretical framework of the study. I will then look at the constitutional structures of Iran and Turkey and discuss the role assigned to the judiciary in the two systems. The final section examines the politically important court cases of Recep Tayyip Erdoǧan, a former mayor of Istanbul (1994-98), and his Iranian counterpart Gholamhussein Karbaschi, a former mayor of Teheran (1990-98). However, at the outset I should point out that my interest is not in establishing the guilt or innocence of the individuals involved. Rather, I hope that the analysis provided here will shed some light on the role of the judiciary in the politics of countries with two-headed executives. © 2004 Cambridge University Press.
