    A goal-programming model for Turkish Army promotion and manpower planning system

    In the Turkish Army, officers are promoted to a higher rank automatically after they complete the period specified for their ranks. Currently, the number of officers on duty is sufficient to fill approximately 70 % of the available positions in the army. This shows the gap between personnel availability and requirements in the land forces at present. It is the main reason why automatic promotion procedures are practised in which no consideration is given to the individual performance of the officers when they are promoted. In this thesis, an alternative system is proposed with the purpose of incorporating performance criteria in to the promotion process. This system is developed and analyzed for tank officers only, as a first stage. The feasibility of a system, which allows some individual officers to stay in the same rank longer than some normal duration if they do not meet certain performance criteria, is tested using a goalprogramming model.
