Item Open Access ANKOS and its dealings with vendors(2006) Erdogan, P. L.; Karasozen, B.The Anatolian University Libraries Consortium (ANKOS) was formally created in 2001 following joint licensing projects by four libraries in 1999 and twelve in 2000. The consortium has grown to encompass eighty-nine libraries in 2005, and the number of its contracts has increased to twenty-five. Members include Turkish university libraries and research libraries attached to hospitals and government offices. A voluntary association, ANKOS is run by a Steering Committee composed of the directors of nine member libraries with the help of staff members from those libraries. The first agreements were for print+e-access for journals and for an aggregator database, and these were mostly informal subscription arrangements. An early activity was the development of a model Turkish National Site License. That license now forms the basis for negotiations with vendors, which culminate in formal license agreements. Ara Güler'in bu fotoğrafçılık serüveninde iş yönelimini değiştiren önemli kırılma noktaları yaşamıştır.Dünyayı gezerek gördüğü her şeyi kamera yoluyla yansıttı. Dünyaca ünlü isimlerle röportajlar yaptı. N.The final destination and the ultimate goal that we put forth in our article is that the Turkish Competition Board should include innovation considerations in its merger control analyses by employing dynamic tools. Accordingly, we contend that the Turkish Competition Board should “set its course to Ithaka” and aim to reach its “ideal state” in its enforcement of competition rules. The Turkish Competition Board should bear in mind that, regardless of how long, arduous and full of hardship the journey may be, each step taken on this path brings it closer to Ithaka and helps it to achieve the fundamental goals of competition enforcement. Without undertaking this adventurous, challenging and lengthy voyage,it is not possible to reach the final destination.Item Open Access The what, who and where of world politics? Two different conceptions of ‘the international’(DergiPark, 2021-08-13) Dikmen-Alsancak, Neslihan; Küçük, M. N.Limitations pertaining to the discipline of International Relations (IR) in its approach to the non-core parts of the world have been debated over the last several decades. This paper looks at the contributions of two significant bodies of scholarship, namely Third World IR and postcolonial IR, to this conversation and questions whether there have been any differences regarding how ‘the international’ is understood in these two bodies of scholarship. Such an analysis is significant, argues the paper, because their conceptions of ‘the international’ inform how the limitations of IR and the place of the non-core in world politics can be understood. To this end, the paper looks at questions that constitute conceptions of ‘the international,’ namely, the what, who, and where of world politics. We conclude by enumerating the commonalities and differences between these two bodies of scholarship and discussing the implications of our findings for studying non-core and world politics.
