    27 March 1994 elections were quite a victory for Welfare Party. When the reasons behind this victory are examined, it can be seen that many historical events, economic conditions, political progress, progress in international situations, and mediatic instances that affected candidate parties had a tremendous influence above election outcomes. Also, Welfare Party‟s strategic policies, decisions in its organization, and its right choices were examined. In terms of how the local elections affected the upcoming 1995 general elections, it was expounded that to what extend those promises given in the local elections were executed. Additionally, to understand the effects 28 September course to 1994 local elections, this era was analyzed. If one were to look at Welfare‟s succession in detail, the political uncertainty that arose at that time led to economic crisis. According to the central voter, organizational structures shaped not only brought a victory in local elections but also made the place of 1995 general election.
