Bu çalışmamızda biz, tanıklarla yapılan görüşmeler, kaynaklar ve daha önce bu konu üzerine yapılmış diğer pek çok çalışmanın ışığında, 80 sonrası döneminin Mamak halkının sosyal ve siyasi durumunu, ve halkın yaşadıkları olayları inceledik. Bunun yanında, yine aynı dönemdeki Yüksek Seçim Kurumu'nu, yine tanıklar ve kaynaklar aracılığıyla incelemeyi hedef edindik.Item Open Access Building democracy to last: the Turkish experience in comparative perspective(Routledge, 2015) Cinar K.; Cinar, M. U.This study analyses the relationship between checks and balances and democracy, focusing on Turkey in comparative perspective. In a large-N setting, the effects of checks and balances on the quality of democracy are examined. The findings reinforce the essential relationship between democracy and checks and balances. The article then discusses the implications of the the findings for Turkey. It stresses the need for horizontal accountability via checks and balances vested in different state agencies. In addition to state-level checks and balances, the importance of societal actors as sources of accountability is also elaborated. The study identifies the need for vertical accountability, not only through free elections but also by creating a political setting in which pluralistic media and civil society can thrive. In light of findings, the article stresses the need for a new constitutional framework that can embrace both state- and societal-level checks and balances. © 2015 Taylor & Francis.Item Restricted Çok partili rejimde ilk muhalefet partisi: Milli Kalkınma Partisi(Bilkent University, 2021) Gezer, Aziz Faruk; Yavuz, Barış; Gürkök, Yusuf Semih; Bakır, Sarper Arda; Balamtekin, Sema1924 yılında Terakkiperver Cumhuriyet Fırkası’nın, 1930 yılında ise Serbest Cumhuriyet Fırkası’nın kurulması ve fakat bu partilerin kısa süre içinde feshedilmesi nedeniyle Türkiye’de çok partili hayata geçiş ertelenmiştir. Milli Kalkınma Partisi ise, Nuri Demirağ tarafından 26 Ağustos 1945 yılında İstanbul’da kurularak çok partili hayatın ilk muhalefet partisi olma niteliğini kazanmıştır. Liberalizm, ananecilik ve milliyetçilik ilkelerini benimseyen Milli Kalkınma Partisi, Cumhuriyet Halk Partisi’ne karşısert muhalefet yürütmüştür. 1946’daki genel ve yerel seçimlere, 1950’deki yerel seçimlere katılmışsa da kaydadeğer bir varlık gösterememiştir. Parti ve teşkilatlanmada meydana gelen çözülmeler nedeniyle ise 22 Mayıs 1958 yılında feshedilmiştir.Item Open Access A comparative analysis of the performance of the parliamentary left in the Indian states of Kerala, West Bengal and Tripura(Routledge, 2012) Öktem, K. G.This article compares the fortunes of the government coalitions under the leadership of the Communist Party of India (Marxist) or CPI(M) in Kerala, West Bengal and Tripura. The pattern of development and the success of the coalitions differ. In Kerala, the Left has lost every other election, whereas in West Bengal and Tripura, it has won many consecutive elections. West Bengal has seen stagnation in terms of human development, whereas Kerala and Tripura turnedto different degreesinto model states for human development. It is argued that the reasons for these different paths are to be found in the different strategies followed by the regional party units. Developmental success has been delivered through a mobilisation-based approach which has been followed inKerala and Tripura, but given up in West Bengal. This study explores thethree cases and elaborates on the reasons for the choice of strategies in the three states.Item Restricted Nuri Yabuz(Bilkent University, 2020) Yücel, Pınar; Erdoğan, Barış; Leblebicioğlu, Fkret; Koşucu, Nilsu31 Mayıs 1948'de doğan Nuri Yabuz, lise eğitimimi tamamladıktan sonra bir süre Afyon'da ziraat yaptıktan sonra tavukçuluğa başlamış ve uzun bir süre bu işle uğraşmıştır. Sonrasında bazı markaların bölge bayiliğini almıştır. Askerliğini tamamladıktan sonra Adalet Partisi Gençlik Teşkilatı'nda organizatörlük yapmış, 1973'de Adalet Partisi'nin Afyon il yönetimine seçilmiştir. Daha sonra il başkan yardımcılığı il başkanlığı yapmıştır. Daha sonra Doğru Yol Partisi'nin Afyon İl Başkanlığını yürütmüştür. Sonrasında Doğruyol Partisi'nden Anavatan Partisi'ne geçen Yabuz, 1999 yılında siyaseti bıraktı.Item Restricted Pursaklar'ın ilk belediye başkanı: Hasan Alparslan(Bilkent University, 2020) Şamlıoğlu, Berşan; Önal, İpek; Kamar, Yaren; Can, Celal Berke1936 yılında Ankara iline bağlı Pursaklar köyünde doğan Hasan Alparslan hayatı boyunca odacılık, muhtarlık, belediye başkanlığı ve bir konukevinin müdürlüğü olmak üzere pek çok farklı iş yapmıştır. Ailesi ve Pursaklar halkı tarafından sevilen ve desteklenen Hasan Alparslan, iş hayatı süresince çeşitli zorluklarla karşılaşmıştır. Muhtarlığı boyunca Pursaklar halkı için elinden geleni yapmış, ilerleyen yıllarda belediyeyi kurmak için fedakârlıklar yaparak 1987 yılında Pursaklar belediyesinin kurulmasını sağlamış ve iki yıl belediye başkanlığı yapmıştır. Belediye başkanlığı sürecinde de Pursaklar için çabalamış ve iki senenin sonunda farklı nedenlerden dolayı seçimi kaybetmiştir. Emekliliğinin ardından yaşamına ailesiyle birlikte Pursaklar'da devam etmektedir.Item Open Access Rising competitive authoritarianism in Turkey(Routledge, 2016) Esen, B.; Gümüşçü, S.Since the Justice and Development Party (AKP) came to power in 2002 Turkey has undergone double regime transitions. First, tutelary democracy ended; second, a competitive authoritarian regime has risen in its stead. We substantiate this assertion with specific and detailed evidence from 2015 election cycles, as well as from broader trends in Turkish politics. This evidence indeed confirms that elections are no longer fair; civil liberties are being systematically violated; and the playing field is highly skewed in favour of the ruling AKP. Söz milletindir!”(Bilkent University, 2020) Adıbelli, Bartu; Mortimer, Miray Nicole; Ayhan, Serengeti; Akova, Perçem İlke; Pınar, VerdaBu çalışma, 1950 seçimlerinde Demokrat Parti tarafından kullanılan “Yeter, Söz Milletindir!” Propaganda afişini ve seçim üzerindeki etkisini incelemektedir. Çalışmada propagandanın temel öğelerinin açıklanmasına yer verilmiş, bu çeşit afişlerin Türk siyasi tarihindeki yeri tartışılmıştır. 1950 senesinde Türkiye’nin temel siyasi, sosyal ve iktisadi koşullarına değinilmiştir. Afişin sloganı ve sanatsal özellikleri gibi teknik incelemelere çalışmada önem verilmiştir. Bu inceleme beraberinde, afişi tasarlayan mimar Selçuk Milar tanıtılmıştır. Posterin yapısal özellikleri ışığında, afişin ve sloganın seçmenler ve seçim sonuçları üzerindeki etkileri tahlil edilmiştir. Afişin medyada yansıtılma şekline önem verilmiş, genel bir bakış açısı oluşturabilmek adına farklı gazete kaynakları incelenmiştir. Son olarak, afişin kamuoyu üzerindeki psikolojik etkilerinin de marifetiyle iktidara gelen Demokrat Parti’nin ilerideki yıllarında propagandaya yaklaşımı ve afişin başarısı sonucu getirilen propaganda yasakları araştırılmıştır. Bu çalışma, 1950 senesinde Türkiye’de önemli bir siyasi araç konumunda olan propaganda afişlerinin en etkileyici örneklerinden birini el almaktadır. Bu çeşit afişlerin Türk siyasetinde yerini anlamak, Türkiye’de propagandanın geçmişi ve geleceğini saptamak açısından büyük önem taşımaktadır.Item Open Access A small yes for presidentialism: the Turkish constitutional referendum of April 2017(Routledge, 2017) Esen, B.; Gümüşçü, Ş.Following four elections in three years, on 16 April 2017 Turkish voters once again went to the polls - this time under the emergency law established after the failed coup attempt of July 2016 - to vote on constitutional amendments aimed at replacing the existing parliamentary system with an executive presidency. This article reviews the content of the proposed constitutional amendments, analyses the campaign including the strategies employed by the main political actors in the ‘Yes’ and ‘No’ camps and the resource advantages enjoyed by the ruling party, assesses the electoral performance of both sides through a summary of results from provincial areas and geographical regions, and considers how Turkish politics are likely to take shape under the new system. © 2017 Informa UK Limited, trading as Taylor & Francis Group.Item Open Access A tale of two mayors: courts and politics in Iran and Turkey(Cambridge University Press, 2004) Shambayati, H.Countries such as Iran and Turkey do not fit comfortably into the democratic and authoritarian categories. In these countries, elections are held regularly, and the will of the people is accepted as one source of sovereignty. At the same time, both constitutionally and in practice the elected officials have to share the exercise of political power with institutions that do not draw their power directly from the will of the people. In such systems, the judiciary has two important political functions. First, the judiciary acts as a politically insulated decision-maker through which the unelected head can exercise some degree of control over the actions of the elected head. Second, the judiciary's direct involvement in the political arena increases political tensions and legitimates the continuation of the two-headed system. In systems based on divided sovereignty, the tensions created by the judicialization of politics contribute to the stability of the regime. The first two sections of the article develop the theoretical framework of the study. I will then look at the constitutional structures of Iran and Turkey and discuss the role assigned to the judiciary in the two systems. The final section examines the politically important court cases of Recep Tayyip Erdoǧan, a former mayor of Istanbul (1994-98), and his Iranian counterpart Gholamhussein Karbaschi, a former mayor of Teheran (1990-98). However, at the outset I should point out that my interest is not in establishing the guilt or innocence of the individuals involved. N.The Turkish presidential elections of 10 August 2014 were the first direct elections in the history of republican Turkey. The election of prime minister Recep Tayyip Erdoğan in the first round illustrated his dominant position in Turkish politics, as well as the inability of opposition parties to provide an alternative candidate who appealed to the Turkish electorate. Growing social polarization and concern about emerging autocratic tendencies, corruption allegations and the multilevel crisis in the Middle East failed to dissuade Turkish voters. Nevertheless, the fulfilment of Erdoğan’s declared intention of introducing presidentialism in Turkey will depend on the result of the upcoming parliamentary elections, to be held in June 2015 at the latest. © 2015, © 2015 Taylor & Francis.
