Parlamento muhabirleri, meclis içerisinde yer alan gelişmeleri topluma objektif bir şekilde yansıtma görevini benimsemiş gazetecilerdir. Mesleğini 57 yıl boyunca başarıyla icra eden ve kamuoyu bilinci oluşturulmasında önemli rol oynayan isimlerden biri de Mustafa İstemi'dir. 1960'lar sonrası Türkiye siyaseti dinamiğine fazlaca hâkim olan Mustafa İstemi, 1961'in sonunda Ankara'ya yerleşmesi ve Meclis'le tanışması ile 21 Mayıs 1963 darbe girişimine, 13 Nisan 1969 ODTÜ işgaline, 1976'da Demirel'in düşüne, 1977 Güneş Motel Olayı'na, Meclis'te ölümle sonuçlanan kavgalara ve birçok genel ve yerel seçimlere tanıklık etti. Cemal Gürsel'den itibaren bütün cumhurbaşkanları ile bugüne kadar çalışması ve çokça hükümetin kuruluşunu, düşüşünü yaşaması, onun yarım asırlık deneyiminin en belirgin kanıtı niteliğindedir. Bu araştırmada, Mustafa İstemi'nin gençliği ve aile yaşantısını konu alınmasının yanı sıra, dönemin siyasi olayları onun objektifinden aktarılmaya çalışılmıştır. Mustafa İstemi'nin aile hayatının ve siyasi fotoğrafçılığının, meslek hayatına olan etkileri bu araştırmanın kapsamındadır. İstemi'nin 57 yıl boyunca derlediği geniş kişisel arşivlerinden, imzasını atmış olduğu gazete haberlerinden, onu tanımış Abdurrahman Antakyalı ve Prof. Dr. Ruhi Ersoy gibi değerli insanların anılarından yararlanılmıştır. Özellikle kendisinin çekmiş olduğu ve önemli bir hikâyeyi tek bir kareyle anlatabildiği fotoğraflar, projenin en büyük kaynağı olmuştur.

Parliamentary reporters are journalists who have adopted the task of reflecting the developments within the assembly objectively to society. Mustafa İstemi is one of the names who successfully perform his profession for 57 years and plays an important role in creating public awareness. Mustafa İstemi, who has knowledge about the changes in the political dynamics, at the end of 1961 when he moves to Ankara and get into parliament he witnessed 21 May 1963 coup, 13 April 1969 METU occupation, 1976 Demirel's fall , 1977 "Güneş Motel" incident, the fighting that resulted with death in the parliament, and many general and local elections. Working with all the presidents since Cemal Gürsel to this day and experiencing the ups and downs of many governors are the most evident proofs of his half century experience. In this research, besides addressing the youth and family life of Mustafa İstemi, the political events of the period were tried to be conveyed through his objective. The effects of Mustafa İstemi's family life and political photography on professional life are within the scope of this research. From the vast personal archives compiled by İstemi for 57 years and from the newspaper news which he created, people like Abdurrahman Antakyalı and Prof. Dr. Ruhi Ersoy benefits from them. Especially the photos he took and the ones where he could tell an important story with a single frame are the biggest source of the project.
