      Abstract
      Türkiye Cumhuriyeti'nin ilk kadın Anayasa Mahkemesi Başkanı olan Tülay Tuğcu, TED Ankara Koleji ve Ankara Üniversitesi Hukuk Fakültesi'nde aldığı eğitimin ardından başarılı bir hukuk kariyeri izlemiştir. Kariyerine serbest avukat olarak başlamış, ardından Danıştay ve Anayasa Mahkemesi'nde çeşitli görevlerde bulunmuştur. Kariyerini, Temmuz 2005'te seçildiği Anayasa Mahkemesi Başkanlığı görevinden yaş haddinden emekliye ayrılarak tamamlamıştır. Başkanlığı döneminde, Türkiye gündeminde yer edinen 367 Kararı'nın verilmesinde rol oynamış, başka devletlerin Anayasa Mahkemeleri ile ortak çalışmalarda bulunmuş ve Avrupa İnsan Hakları Mahkemesi'nde (AİHM) açılış konuşması yaparak, AİHM'de konuşan ilk Türk unvanına da sahip olmuştur. Tuğcu, basında kadın hakları ile ilgili yaptığı açıklamalar ile de yer almıştır.
       
      Tülay Tuğcu, who was the first female president of the Constitutional Court of the Republic of Turkey, graduated from TED Ankara College Foundation High School and later from Ankara University Faculty of Law. She started her successful career as a self-employed lawyer and later on held many positions at the Council of the State and the Constitutional Court. She became the president of the Constitutional Court of the Republic of Turkey on July 2005 and retired from this position on June 2007. During her presidency, she took part in the decision making process regarding the prominent "367 Case", collaborated with foreign constitutional courts and became the first Turkish judge to make a speech at the European Court of Human Rights. She has also expressed her views on women's rights to the press.
