Türkiye’de sosyal hizmet uzmanlığının serüveni ve Sosyal Hizmet Uzmanları Derneği (SHUDER)

Abstract

Sosyal Hizmet, toplumun refah seviyesini yükseltmeyi mesleklerin gruplarının arasında yer alır. Türkiye’de ilk defa 1965 yılında görev alan sosyal hizmet mesleğinin icracıları sosyal hizmet uzmanları, sosyal hizmetlerin dünyada ve Türkiye’de önem kazanmasıyla birlikte git gide kendine daha çok uygulama alanı bulmuş ve gelişmiştir. Türkiye’de bu gelişmeler özellikle 1961 ve 1982 Anayasaları ile birlikte hızını arttırmıştır. Bu süreçte hep bir örgüt etrafında toplanan sosyal hizmet uzmanları ömürleri çok uzun olmasa da çeşitli sendika ve dernekler etrafında örgütlenmiş ve birlikte hareket etmişlerdir. Günümüzde de bu örgütlenme Sosyal Hizmet Uzmanları Derneği’nde görülmektedir. Sosyal Hizmet Uzmanları Derneği (SHUDER) adı altında sosyal hizmet uzmanlarını bir araya getiren bu dernek 1988 tarihinde kurulmuş ve bu süreçten sonra kendisinden önce kurulan çeşitli örgütlenmelerin izinden giderek etkin olmaya devam etmiştir. Bu bağlamda, sosyal hizmetlerin Türkiye’de gelişmesi, bilinmesi adına çeşitli faaliyetler düzenlemekle kalmamış, sosyal hizmet uzmanlarının gelişmesi adına sorunların tespiti ve çözümleri hususunda yaptıkları katkılarla Türkiye’nin Sosyal Hizmetler tarihinde önemli bir rol üstlenmişlerdir.

Social Work is one of the professions that can be counted in the category of professions that help people directly. Social workers, who are the performers of the social work profession for the first time in Turkey in 1965, have found more and more application areas for themselves and developed with the increasing importance of social services in the world and Turkey. In Turkey, these developments accelerated significantly with the 1961 and 1982 Constitutions. Social workers who gathered around an organization were arranged around various unions and associations and acted together in this process. Nowadays, this organization is seen in the Association of Social Workers. This association, which brought together social workers under the name of Social Workers Association (SHUDER), was founded in 1988 and continued to be active after this process by following the footsteps of various organizations established before it. In this context, they not only organized various activities for the development and awareness of social services in Turkey but also played an essential role in the history of Turkey's Social Services with their contributions to the identification and solutions of problems for the development of social workers.
