Item Restricted 1975-1978 Amerikan ambargosu süresince(Bilkent University, 2018) Güneş, Akif Serhat; Tubay, Bahadır; Limoncuoğlu, Mert; Aslanbay, Mustafaİkinci Dünya Savaşı’nın bitimiyle beraber süper güç olarak nitelendirilen ABD, sağladığı küresel üstünlüğü sayesinde Kuzey Atlantik Antlaşması örgütü (NATO) üyesi ülkeler ile uluslararası ilişkilerinde üstün olan taraf olmayı başarmıştır. Bu sağladığı üstünlükle NATO üyesi ülkelerin çeşitli stratejik avantajlarından iki tarafı da memnun edecek bir şekilde yararlanmayı başarmıştır. Birinci Dünya Savaşı’ndan 1960’lardaki Kıbrıs sorununa kadar Türkiye ile sağlıklı ilişkiler içinde olmasına rağmen Kıbrıs Kriziyle birlikte yaşanan çeşitli gerilimler, 1975 yılında ABD’nin Türkiye’ye üç sene süren silah ambargosu uygulamasına neden olmuştur. Fakat bu ambargo Türkiye’yi etkilediği kadar ABD’yi de olumsuz yönde etkilemiştir. Ambargo süreci, Türkiye tarafından duygusal bir biçimde karşılarken ABD’de ise duruma daha çok stratejik bir açıdan bakılmıştır. Bu bakış açıları dönemin çeşitli ideolojilerine sahip gazetelerine de yansımıştır ve gazetelerde hem kamuoyunun hem de halkın görüşlerine yer verilmiştir. Ayrıca, iki ülke arasında geçen diyaloğu basın aracılığıyla daha detaylı bir biçimde takip etmek de mümkündür. Dönemin gazetelerini inceleyerek Türk kamuoyunun ambargo döneminde ABD’ye karşı düşmanca tavırlarını ve ABD basının kendi Kongre ve Senato’sundaki fikir farklılıklarını görmek mümkündür. İlerleyen süreçte gelen NATO müdahalesi, Kosova meselesine farklı dinamikler katmıştır. Bu araştırmada Türkiye’nin 1990 yılı öncesi izlediği temkinli Balkanlar politikasının sebepleri ve ilkeleri araştırılmıştır. Bahsi geçen politikanın, zamanın muhalefet partilerince eleştirildiği noktaları incelenmiştir. 1990-1999 yılları arası Batı ülkelerinin kolektif Kosova politikası ve 1999 NATO müdahalesini izleyen süreçte Türkiye, yenilikçi bir politika izlemiş ve dış politikada batılılaşma yoluna girmiştir. Türkiye’nin dış politikasındaki yenilikçi adımının batılılaşma yönündeki önemine değinilmiştir. Son olarak, NATO müdahalesine giden yolda Türk azınlıkların toplumdaki yeri ve NATO müdahalesi sonrası yükselen Arnavut milliyetçiliğinin Türk azınlıklar üzerindeki etkisi incelenmiştir.Item Open Access The 2011 Libyan Civil War: From the four-decade Qaddafi rule to the French-led NATO intervention(Bilkent University, 2016-01) Yaycı, FatmaThis thesis aims to investigate the exceptional case of the 2011 Libyan civil war, in which both a revolution and a foreign intervention took place, from a historical perspective based mainly on qualitative content analysis. In this regard, this thesis takes a deeper look at the events unfolding in Libya before and after the crisis erupted as well as analyzes the internal reasons behind the uprising and then its evolution into a civil war, the limits and excesses of the international response to the crisis in Libya within the context of the „responsibility to protect‟ doctrine and its possible future uses, and lastly, the way in which France was involved in the Libyan civil war and how the French national interests curtailed the Libyan peoples‟ efforts for a true revolution.Item Open Access Acceptance and anxiety: Turkey (mostly) embraces Obama's nuclear posture(Routledge, 2011-03) Kibaroglu, M.US nuclear weapons have been an important part of Turkey's security strategy since their first deployment on Turkish soil in the early 1960s. Turkey's NATO membership and its close relationship with the United States have been perceived to be integral to maintaining its security. The release of the 2010 US Nuclear Posture Review (NPR), with its focus on disarmament and reduced reliance on nuclear weapons, has a number of potential consequences for Turkey. This article provides background on the history of Turkish-US nuclear weapons policy in light of issues ranging from Middle Eastern politics to the development of NATO's new Strategic Concept. It then describes how actors in the government, military, and academia in Turkey have reacted to the NPR, why they reacted as they did, and how the Obama administration's initiatives may be received in Turkey in the future. This article concludes that both military and civilian actors in Turkey have reacted favorably to the NPR and are pleased by its emphasis on nuclear nonproliferation and the maintenance of extended deterrence; however, there is less agreement in Turkey about the emphasis placed by the NPR on the danger of nuclear terrorism.Item Restricted Aziz Yıldırım ve Fenerbahçe(Bilkent University, 2022) Doğruyol, Faik; Çelik, Emine Özge; Ülsü, Taha; Ekin, Mert; Kocaman, Ali MertAziz Yıldırım, 2 Kasım 1952 tarihinde Diyarbakır'ın Ergani ilçesinde dünyaya gelmiştir. 1970 yılında lise eğitimini tamamlayan Aziz Yıldırım, eğitimine devam etmek adına Ankara’ya taşınmıştır. Aziz Yıldırım Gazi Üniversitesi İnşaat Mühendisliği bölümünde lisans eğitimini tamamlamasının ardından iş hayatına atılmıştır. 1998 yılında Fenerbahçe’nin 36. Başkanı olarak seçilen Aziz Yıldırım, 20 yıllık başkanlık sürecinde 8 olağan, 4 kez olağanüstü 12 kongre de Fenerbahçe Spor Kulübü başkanı seçilmiştir. 3 Temmuz 2011 günü başlayan şike süreci ve soruşturmalar, Aziz Yıldırım’ın hayatında yer edinmiştir. Her ne kadar Aziz Yıldırım cezaevinden 2 Temmuz 2012 tarihinde tahliye olsa da hakkında görülen davalar ve yargı süreci kesin olarak 20 Aralık 2021 tarihinde Yargıtay tarafından onanması ile Yıldırım lehine sonuçlanmıştır.Item Open Access Capitalizing on the cold war: Turkey, Greece and the Cyprus problem, 1963-1974(Bilkent University, 2018-07) Bayraktar, OrhunThe Cold War brought about not only a superpower rivalry in a bipolar world but also an environment from which relatively small and weak states could benefit. Taking into account the very existence and significance of the superpowers in the Cold War atmosphere, this thesis examines the Cyprus policies of Turkey and Greece between the years 1963-1974. I have sought to answer to what degree these two states have struggled to exploit the superpowers, namely the US and the USSR, in their own interests, and how successful they have been. In the light of the findings obtained, it has been seen that both Turkey and Greece did their best to win the superpowers over during all of the major crises (1964, 1967, and 1974), and accordingly, managed from time to time to capitalize on the cold war, in particular détente. That is to say, in a period when the superpowers went into the effort of de-escalating tension, especially between themselves, the two NATO allies, Turkey and Greece, began to rub shoulders with the USSR when necessary, and the Soviets remained an unignorable option for these two countries as long as the US did not meet their expectations. Crucial primarily due to its geographical location, Cyprus attracted the attention of the US and USSR as well, and the superpowers did not hesitate to side with any of the parties in accordance with their regional interests.Item Open Access Changing alliance and cooperation dynamics : globalization, nation-state and the threat(Bilkent University, 2010) Çağlar, BarışThis dissertation is a study about the form and dynamics of inter-state cooperation and alignment against transnational terrorism epitomized by Al-Qaeda. Since international security is traditionally regarded as the parcel of nation-states, transnational terrorism is a conceptual new-comer to the playground of politics. Its scale of operations occurs in a security environment structurally different from that of the Cold War. The recurrent reason given for debating the role and relevance of alliances in regard to counterterrorism is discussed in the literature to be a systemic change in world affairs marked by the end of the Cold War and globalization. The latter must be disaggregated to determine the essential elements and features of the systemic differences and related threats. Does contemporary inter-state cooperation and alignment against transnational terrorism correspond to the previous alignment behaviors of states that were conducted against other states? Analyzing the evolving forms of cooperation in general and the form of cooperation in alliances is the aim of the study. Through a three-pronged analytical discussion based on the factors of globalization, unit-level preferences and the features of the threat itself, the study concludes that cooperation form in general and in alliances in particular - including the form of cooperation in NATO- is experiencing a shift from a ‘defensive nature’ to a ‘security nature’. Coalitions of the Willing type of cooperation appears to be the re-emergent form of inter-state security cooperation, especially against ambiguous threats such as transnational terrorism that erodes the distinction between internal and external threats.Item Open Access Cooperative security in the Black Sea region(Bilkent University, 2003) Şenol, ÖzkanDuring the Cold War years, the Black Sea was treated as a barrier and borderline rather than an integral part of the European politics. With the end of the Cold War, The Black Sea area emerged as a region on the physical and intellectual map of Europe with its political, economical, and military dynamics. This thesis is a study on the role of cooperative initiatives to increase security in the Black Sea region within the framework of cooperative security. It aims to analyze the cooperative security efforts in the region with a certain emphasis on the post-Cold War developments. This study argues that the strategic importance of the Black Sea region to the West, and to Europe in particular has increased substantially in recent years. Provided the region’s geostrategic position as a natural link between Europe and Asia, and between Central Asia and the Middle East, it constitutes a vital trade link as well as an important area of transit. Moreover, instability and potential for conflict in the region, its energy sources, and its economic prospects matter to the international community. At the same time this study argues that the BSEC, GUUAM, and BLACKSEAFOR as main regional cooperative initiatives have contributed to the peace, security and stability of the Black Sea region with their various activities. It evaluates that the OSCE, NATO, and the EU as wider European organizations have played an important role in projecting security and stability to the region through their various mechanismsItem Open Access The decision-making process of Turkey deploying Turkish troops to Korea(Bilkent University, 2005) Tek, HakanThis thesis examines the foreign policy decision-making process and its functioning in Turkey (especially in Turkey’s troop deployment decisions) within the context of the Korean War. Turkish Foreign Policy (TFP) shifted with the changes in the international era after World War II. The threat perception increased resulting in Turkey joining in the United Nations and sending its troops to Korea in order to support the USA and to join NATO. The decision of sending Turkish troops to Korea was given and executed by a few leaders governing Democratic Party. Besides the disputes on the legality of the decision held at the Turkish Assembly the main argument was on the political outcomes (being excepted to western security institutions). So, by underlining how the decision was given, the governing party leaders were criticized rather than the decision itself. In the postCold War era, Turkish Foreign Policy was released from Cold War burdens and foreign policy options multiplied.Item Restricted Dwight D. Dünya Savaşı sonunda ABD ve SSCB’nin öne çıkmasıyla “iki kutuplu” güçler dengesi oluştu. Türkiye, kuzeydeki Rus tehlikesine karşı Batı Bloku’nda yer almaya karar verdi. Bunun karşılığında ABD, Truman Doktrini ve Marshall Planı ile Türkiye’yi ekonomik ve askerî olarak destekledi. Demokrat Parti iktidarı boyunca Türkiye-ABD ilişkileri daha da ilerledi. Öyle ki Türkiye, Amerika’nın başı çektiği NATO’ya üye oldu. Türk ekonomisi ise yoğun ABD destekleri sonucu yüksek büyüme rakamları yakaladı. Aralık 1959’da Eisenhower’ın Türkiye’yi ziyaret etmesi Türk-Amerikan ilişkileri bağlamında önemlidir. İktidarının son yıllarında DP’nin kurduğu baskı rejiminden dolayı ülkenin eski demokratik ve özgür ortamdan uzaklaştığını düşünen ordu, 27 Mayıs 1960’ta darbe ile kontrolü ele aldı.Item Open Access Füze tehdidi ve NATO füze kalkanı: Türkiye açısından bir değerlendirme(Uluslararası İlişkiler Konseyi Derneği İktisadi İşletmesi, 2014) Egeli, SıtkıABD ve NATO’nun son yıllarda üzerine önem ve öncelikle eğildiği füze savunma kalkanının temelinde, İran’ın nükleer silah edinme emellerinin doğrudan bir uzantısı olarak değerlendirilen İran’ın balistik füze envanterinden duyulan kaygılar ve tehdit algılamaları yatmaktadır. ABD’nin 2010 yılında gündeme getirdiği ve NATO ülkeleri nezdinde kabul gören EPAA (European Phased Adaptive Approach) adlı füze savunma yaklaşımı, Türkiye’nin füze tehdidi karşısındaki geleneksel yaklaşımlarıyla uyumlu olduğundan Ankara tarafından da benimsenmiş ve Türkiye EPAA için kritik önemde bir ülke konumuna yükselmiştir. Diğer taraftan, aslında ABD’nin tahsis ettiği askeri ve teknolojik kaynaklar üzerine inşa edilen EPAA yapılanmasında, NATO’nun Avrupalı müttefiklerinin katkıları ve olası bir çatışmanın seyri üzerindeki kontrolleri sınırlı düzeyde kaldığı gibi, EPAA’ya yönelik olarak önemli bazı teknolojik, operasyonel, takvimsel ve siyasi/stratejik belirsizlikler mevcuttur. Diğer taraftan, EPAA’nın ilerleyen safhalarında Türkiye’nin yeni bazı talep ve oldu-bittilerle karşı karşıya kalabileceği ihtimali göz ardı edilmemeli, bu olasılıkların Rusya ile ilişkiler ve Batı ile ilişkilerde ABD-Avrupa dengesinin gözetilmesi gibi farklı açılardan hesaba katılması gerekmektedir.Item Restricted Geçmişten bugüne Türkiye’de askeri havacılık ve uzay tabipliği(Bilkent University, 2021) Tuğrul, Muzaffer Kutluğ; Özgür, Nurdan; Kale, Ceyda Tutku; Çolak, Nursena; Özdilekcan, GülceGülhane Askeri Tıp Akademisi 1898 yılında kurulmuş olup köklerini Osmanlı Devleti’nden almış olan bir kurumdur. 1986 yılında ise ek olarak GATA bünyesinde Havacılık ve Uzay Tıbbı Anabilim Dalı kurulmuştur. Bu kurum kurulduğu dönemlerde dünyada sayılı kurumlardan olmakla beraber, askeri havacılık alanında büyük bir devrim niteliğindedir. Bu araştırmada, bölümün tarihçesi, Havacılık ve Uzay Tıbbı Anabilim Dalı’nın neden ilk başta Türkiye’de kurulduğu, dönemde yapılan araştırmalar, 1980’li yıllarda Askeri Tıp alanında NATO’nun etkileri ve Havacılık ve Uzay Tıbbı’nın bugün geldiği nokta konu edilecektir. DenizThis thesis describes and explains the International Security Assistance Force (ISAF) with special reference to Turkey’s leadership. The significance of Turkey’s leadership, organization and activities of ISAF will be explained alongside the events led to the establishment of ISAF, its history, mission, and competences. After the U.S.-led multinational operation defeated the Taliban regime and damaged Al Qaeda heavily, the maintenance of security and the reconstruction of Afghanistan were vital in order to prevent revitalization of the broken link between Afghanistan and international terrorism. As a part of the UN state-building activities in Afghanistan, to assist the Afghan authorities in the maintenance of security in Kabul and surrounding areas, the UN Security Council authorized ISAF, initially led by Great Britain. After September 11, Turkey emerged as one of the leading actors in the fight against terrorism and she, being a country that suffered from terrorism for years, supported fully all the counter-terrorism activities. Turkey actively participated in ISAF, and when the British mandate was over, she took over the command of ISAF. Turkey was a perfect choice to lead ISAF since she had an Islamic population with a secular and democratic government and was one of the few countries whose forces were capable of coping with this kind of mission. By assuming the command of ISAF, Turkey has demonstrated her determination to fight against terrorism once more. During her leadership, ISAF operated efficiently and the stability and security in Kabul and surrounding areas improved gradually.Item Restricted Kardak krizi ve 4.mekanize piyade tugayının önemi (1996)(Bilkent University, 2023) Yaman, Deniz Can; Ayaz, Muhammet Emin; Altan, Ateş Deniz; Şalap, Hasan Arda; Akkerman, Deniz BaharTürkiye ve Yunanistan arasındaki Ege bölgesinde anlaşmazlıklar 1996 yılında Kardak Krizi sebebiyle iyice gerilmiştir. Bu gerginlik sadece iki ülkenin değil, aynı zamanda NATO’nun da içerisindeki jeopolitik dengeleri alt-üst etmiştir. Türkiye ve Yunanistan, tarihleri boyunca toprak bütünlükleri, kültürel değerleri ve politik çıkarları birbirleriyle çakışan iki ülkedir. Hali hazırda birbirlerini sevmemek için birçok sebebi olan bu iki ulusun savaşın eşiğine gelişini ve ardından yaşanan olayları, 1996 yılında bölgenin en önemli askeri birliklerinden biri olan 4.Mekanize Piyade Tugayında askerliğini yapmış olan Ali Yaman’ın bakış açısıyla inceledik. Kendisi, 1996 Kardak Krizini bizzat yaşamış, o dönemde bölgedeki gerginliğin tavana çıkışına, Türkiye’nin Yunan kara sınırına en yakın Mekanize Piyade Taburunda görev yapmış bir tank komutanı olarak tanıklık etmiştir. Bu kriz iki ülke için de aslında yıllardır süren daha büyük bir çekişmeyi sembolize etmektedir ve Kardak adalarının akıbeti hala tartışma konusudur .Item Open Access Kosovo crisis and the Russian Federation : from the perspective of theory of international society(Bilkent University, 2011) Tokgöz, EmineThis thesis analyzes the Kosovo Crisis and the stance of the Russian Federation towards the crisis from the perspective of Theory of International Society (English School). In this analysis, the historical background of the Crisis will be given in order to understand the reasons behind it. Such understanding of the causes will be related to the stance of the Russian Federation to see how the Theory of International Society applies to the Kosovo Intervention by NATO. The stance of the Russian Federation is critical in the sense that the Balkans historically have been a Russian/Soviet sphere of influence. The Russian reactions in a post-Cold War context imply a great deal for the future of international relations, mainly signifying a drift towards more convergent norms and values held by the international society of which Russia is an important part as a great power. Justice within order is given as the description of the ongoing trend in IR.Item Restricted Muavenet Zırhlısı faciası(Bilkent University, 2018) Bayram, Erkan; Uğur, Özenç; Attar, Ali Göktuğ; Yücekaya, Zeynep; Baştürk, Merve NidaUSS Gwin muhribi 1972 yılında Türkiye Cumhuriyeti tarafından Amerika Birleşik Devletleri’nden satın alındı. USS Gwin Türkiye’ye geldikten sonra, çanakkale Savaşı’ndaki ünlü “Muavenet-i Milliye” gemisinin anısına, TCG Muavenet adını aldı. TCG Muavenet zırhlısı hizmetlerine 1992 yılına kadar aralıksız devam etti. 1992 yılının Ekim ayında bir NATO tatbikatı olan “Display Determination - 92” ( Kararlılık Göstergesi - 92) tatbikatında Amerikan USS Saratoga uçak gemisi tarafından iki adet “Sea Sparrow” ( Deniz Serçesi) ile vuruldu. Vurulma sonucunda, TCG Muavenet mürettebatından 5 kişi hayatını kaybetti ve 22 kişi yaralandı. Olay Amerika tarafından kaza olarak nitelendirildi. “Sea Sparrow” füzelerinin yapısı ve olay öncesi Amerika - Türkiye ilişkileri, olayın kaza olmadığını düşündürmektedir. Olay sonrasında Türkiye tarafından Amerika’dan 8 adet tazminat olarak Knox sınıfı muhrip alınmıştır. Olayın halen çözüme kavuşturulmamış oluşu olayı incelenmeye değer kılmaktadır. Bu çalışmada olayın öncesi, arka planı, sonrası ve süregelen etkileri; gazetelerin, belgesellerin, raporların, belgelerin yardımıyla ve Meftun Dirman ve Mustafa İlter özdil’in röportajlarıyla incelenmiştir.Item Open Access NATO enlargement and its implications for Turkey(Bilkent University, 2001) Çatal, ErdoğanNATO, which has been throughout the Cold War a collective defense organization, was considered either useless or out of date with the end of the Cold War. However, as it did in the early years of the Cold War, habitually originating from its own dynamics, NATO transformed itself in order to meet the imperatives of the post-Cold War international environment. The geographical enlargement of NATO is the centerpiece of this whole transformation process. It bears implications not only for NATO itself but also for the foreign policy that Euro-Atlantic states follow. The partnership and membership aspects of the geographical enlargement preserved NATO's credibility and served NATO on its way to become a security community, and both aspects ensured NATO's survival. As such, the establishment of relations either through partnership, membership or other way with NATO became the objective of CEE, Balkan, Caucasian, and Central Asian countries, on their way to acquire a democratic, peaceful, and Western identity. In this context, NATO addressed the concerns of a community of 46 states in the Euro-Atlantic region. Meanwhile, on part of Turkey, there appeared some opportunities and setbacks. While consolidating Turkey's western identity on the Caucasus, the Balkans and Central Asia, NATO enlargement brought new concerns to Turkey's agenda regarding regional security as well as Turkey's position in its only and most institutional and functional linkage with the Western Europe and the U.S. After the admission of three new members to NATO in 1999, the pros and cons of a second round of NATO enlargement requires an examination in depth as the decision time gets closer, not only for NATO but also for Turkey.Item Restricted Onur Öymen’in NATO daimi temsilciliği: Türkiye’nin NATO’daki rolünü güçlendirmeyi amaçladığı dönem(Bilkent University, 2023) Tümer, Mert; Çiçekçi, Zeynep Burçe; Yıldız, Maryame Deniz; Cesur, Rana Ecem; Yılmaz, BerkMakalede Onur Öymen’in NATO daimi temsilciliği döneminde Türkiye’nin NATO’daki konumu değerlendirilmiştir. Bunun yanı sıra araştırma, Onur Öymen’in, NATO daimi temsilciliği sırasında Türkiye ve NATO arasında yaşanan; gerilim, kriz ve anlaşmazlıkları nasıl ele aldığını da kapsamaktadır. Makalede, Onur Öymen aracılığıyla, NATO’nun Türkiye’ye askeri, siyasi ve mali desteği ve Türkiye ile diğer NATO üyeleri arasındaki işbirliğini ortaya koymuştur. The time period is chosen for two reasons. First, as the research topic suggests, because of the significance of the Cuban Missile Crisis – the climax of the Cold War tensions – in which Turkey, a NATO member, played the role of a mere uninformed bargaining chip. The research, therefore, inquires on the causes that put Turkey into this disadvantageous position and what were the consequences for the country, both long- and short-term. Second, more generally, NATO was going through turbulent considerations of transition into multilateralism regarding the decision to use nuclear arsenals of the alliance. Although the warheads were located on territories of all European allies, up to that point the United States (US) possessed a monopoly on the decision of initiating a strike. And despite the dissatisfaction with this unilateral hegemony being felt by all of the allies, the attempts of negotiating multilateralism were led by a select few: most notably the US, the United Kingdom (UK), and France. Once again, Turkey occupied a backseat in decision-making. The research aims to inquire on how this position was manifested, and possibly challenged, in Turkey’s participation in the one and only NATO attempt to implement a multilateral nuclear fleet: a mixed-manned demonstration aboard a US destroyer ship Biddle, later recommissioned as Claude V. Ricketts. The region, which has been going through vast political and economic transformations since the end of the Cold War, has become a platform for great power rivalry in the last few years. NATO expansion and Russian resistance to it, combined with the existing protracted conflicts, resulted in the first major regional war in a decade. The Russia-Georgia war of 2008 proved that regional actors still perceive the use of force as an acceptable tool of foreign policy. The changing military balance and abrupt increases in military expenditure from some actors suggest that the likelihood of other interstate conflicts in the region is high. Providing security and stability in the Black Sea seems more difficult than the pre-August 2008 war period.
