Yakın dönem Cumhuriyet tarihin en tartışmalı olaylarından biri de hiç kuşkusuz 12 Eylül 1980 darbesidir. Bu askerî darbe sonrasında Türkiye Cumhuriyeti’nin yalnızca yöneticileri ve anayasası değişmemiş, aynı zamanda halk içerisinde de sosyoekonomik birçok değişim gözlemlenmiştir. Devlet yönetiminin bir anda askeriyeye geçmesi devlet kurumlarını ve bu kurumlarda çalışan devlet memurlarını da haliyle doğrudan etkilemiştir. Bu dönemde sıkı yönetimin güvenlik tedbirleri kapsamındaki tutuklamalar, görev yerlerinin değiştirilmesi günümüzde hala tartışılmaktadır. Bu tartışmalara biraz olsun ışık tutabilmek amacıyla, yukarıda bahsedilen konu araştırılmaya değer görülmüştür. Genel olarak, bu projede 12 Eylül Darbesinin ve uygulamalarının devlet kurumlarında görev yapan sivil insanlar ve ailelerinin hayatlarının sosyal ve ekonomik olarak nasıl değiştiğini incelemeyi hedeflemektedir.Item Restricted 1960-1980 dönemi Ankara siyasal öğrenci hareketleri(Bilkent University, 2021) Ayşan, Helin Dide; Yılmaz, Bora; Kanbur, Ekin; Tuz, Ateş Yiğit; Koluaçık, Deniz MertAraştırmamız 1960-1980 de Ankara Siyasal Bilimler Fakültesinde olan Öğrenci Hareketlerini inceliyor. 1946 yılında Türkiye’nin çok partili hayata geçmesiyle birlikte önemli değişiklikler yaşandı Demokrat Parti başa geldiğinde tek partiymiş gibi hareket edip çok partili sistemi görmezden geldiler Vatandaşların ve öğrencilerin Demokrat Parti’ye karşı reaksiyon göstermesi Demokrat Parti’nin halk üzerindeki baskısını yayın özgürlüğü ve üniversitelerle ilgili konularda göstermesiyle gerçekleşti. 27 Mayıs’a giden süreçteki eylemlerde SBF öncü figürdü ve diğer yıllar içinde gerçekleşecek eylemlerde de pozisyonunu korudu. Bu makale 1960 eylemleriyle başlayan ve 1980 darbesine kadar süren SBF’deki öğrenci hareketlerini ve Türkiye bu süreçlerden geçerken SBF’nin nasıl bu değişim sürecinin kalbinde olduğunu göstermeyi amaçlamaktadır.Item Open Access Alternative media and democracy : political participation and expression through social media in Turkey(Bilkent University, 2013) Acet, OyaWe live in a late-modern age characterized by globalization, self-reflexivity and high level of detraditionalization accompanied by the latest developments in the field of communication and information technologies. Besides its economic, social and cultural consequences, such an environment is mostly invested with great potential for realizing participatory democracy. Due to major transformations appeared in both class structure and cultural realm, the politics of late-modern age pursues a form of politics which is beyond left and right and, by a remarkable reformation, it can be called what Anthony Giddens calls a “third way politics”. Therefore, in such an environment, old political practices of participation and expression remain incompatible with social and cultural structure of the late-modern age. Herein, social media as a socialized and horizontal mode of communication, functions as a public space for struggles over power and counter-power especially for the groups who were interpellated as “others” since the foundation of the Turkish Republic in different periods of history. During the Cold War, this policy owed to Washington’s anti-Communist disposition. Most of the time, anti-Communism, freedom, and democracy were used interchangeably. This thesis talks about such a case where the U.S. kept a close eye on the transition to democracy, namely Turkey from 1945 until 1950. Primary U.S. policy towards Turkey at the onset of the Cold War was to keep the Soviet Union out. Meanwhile, Turkish leaders’ democratic credentials, particularly those of Atatürk and İnönü, were the triggering factors for democratization. Treating the two traditionally separate phenomena, however, needs to be reconsidered. The thesis will look at the historical record to analyze how Turkish democratization was a factor in the relations between the U.S. and Turkey at the beginning of the Cold War. Contrary to expectations, the U.S. did not exert pressure on Turkey to democratize as Turkey moved steadily on that path. Also interestingly, Turkish statesmen and intellectuals saw democracy and the U.S. partnership as the manifestation of their modernization and Westernization. This point offers itself as another building block for the thesis.Item Open Access Building democracy to last: the Turkish experience in comparative perspective(Routledge, 2015) Cinar K.; Cinar, M. U.This study analyses the relationship between checks and balances and democracy, focusing on Turkey in comparative perspective. In a large-N setting, the effects of checks and balances on the quality of democracy are examined. The findings reinforce the essential relationship between democracy and checks and balances. The article then discusses the implications of the the findings for Turkey. It stresses the need for horizontal accountability via checks and balances vested in different state agencies. In addition to state-level checks and balances, the importance of societal actors as sources of accountability is also elaborated. The study identifies the need for vertical accountability, not only through free elections but also by creating a political setting in which pluralistic media and civil society can thrive. In light of findings, the article stresses the need for a new constitutional framework that can embrace both state- and societal-level checks and balances. © 2015 Taylor & Francis.Item Restricted Cehennemde 7 saat dostlarla buluşmaya gidiyoruz(1993) Karakuş, HidayetItem Open Access The Closure of the political as a problem of democracy : a critique on democratic thought in Turkey(Bilkent University, 2009) Tombuş, H. ErtuğThis thesis examines the analysis of Turkish politics in the works of three key social scientists in Turkey: Niyazi Berkes, #erif Mardin and Metin Heper. Berkes’s account on the development of secularism in Turkey, Mardin’s center-periphery model and Heper’s strong state tradition argument and his idea of rational democracy are the subjects of the critical evaluation in this study. The main question of this thesis is whether the perspective they develop in their analysis can provide a critical democratic vision, which locates the political at its center. My project is to evaluate these three accounts from a radical democratic theory based on the ideas of Bonnie Honig and Jacques Rancière. By drawing on the writings of Honig and Rancière, I aim to elucidate the meaning of democracy and the political in order to frame my theoretical and conceptual position. Additionally, from this theoretical perspective I define the meaning of the closure of the political and argue that it is the fundamental problem of democracy. My analysis focuses on the conceptions of politics and the binary oppositions in Berkes, Mardin and Heper. My argument is that their accounts consist of limitations in registering different instances of the closure of the political as a problem of democracy. Furthermore, they displace politics with their conceptions of politics and dichotomous thinking.Item Restricted Çocuklarımız(1994) Fuat, MemetItem Restricted Çok Seslilik(1993) Oktay, AhmetItem Open Access Constitutional indifferentism and Republican freedom(2010) Vinx, L.Neo-republicans claim that Hobbes's constitutional indifferentism (the view that we have no profound reason to prefer one constitutional form over another) is driven exclusively by a reductive understanding of liberty as non-interference. This essay argues that constitutional indifferentism is grounded in an analysis of the institutional presuppositions of well-functioning government that does not depend on a conception of liberty as mere non-interference. Hence, indifferentism cannot be refuted simply by pointing out that non-domination is a distinctive ideal of freedom. This result does not suffice to defend the strong version of indifferentism put forward by Hobbes. But it does point to an important limitation of neo-republican constitutional theory: Neo-republicanism will amount to a distinctive paradigm of constitutional thought only if it is understood in a way that conflicts with Hobbes's understanding of the institutional presuppositions of well-functioning government.
