Afterward, public-private partnerships are examined within the scope of public services, and the legal natures of public-private partnership agreements are determined. The uncertainty caused by the legal sub-structure which regulates the public-private partnership methods that are currently implemented has been determined, and the need for uniform regulation has been put forward.
