It is argued that "even in liberal democracies, many complain about their impotence, their decline, their ineffectiveness..." On the other hand, in most nations, executives have more power to legislate than the legislatures. Earlier the executive power was a branch of the parliament. However as mass participation became widespread, legislatures have been faced with a common crisis. In other words, "the pressures of democracy and industrialization" led to the thesis of decline of legislatures and the executive became more dominant in political systems. Later, governmental specialization and leadership centralization led to a further decline of the legislatures.EnglishBook Chapter
