It is designed to encourage students to work in groups on projects concerning any topic of their choice that relates to the history of Turkey. It is designed as an interactive course with an emphasis on research and the objective of investigating events, chronologically short historical periods, as well as historic representations. Students from all departments prepare and present final projects for examination by a committee, with 10 projects chosen to receive awards.Includes bibliographical references (page 17).Bu makalede Türkiye’de 1960 öncesi planlama, planlamada batı ve Sovyetler etkisi, planlama kavramının gelişimi ve 1960 yılında çalışmaya başlayan ve prestijli bir kurum olarak görülen Devlet Planlama Teşkilatının kuruluş aşamaları, ilk heyetler ve Birinci Beş Yıllık Plan incelenmektedir. Planlama kavramı 1930’lu yıllarda ortaya çıkmış ancak 2. Dünya Savaşı sebebiyle arka plana atılmıştır. 1950’li yıllarda Demokrat Partinin iktidarı ile tekrardan ortaya çıkmış ve bazı iç ve dış baskıların ardından hükümet tarafından kabul edilmiş ve planlama ve kalkınma konusunda kendilerine öncülük edecek bir kurumun kuruluşunu onaylanmıştır. 1960 yılında kurulan ve saygın bir kurum olan Devlet Planlama Teşkilatı (DPT) 1963 yılında Birinci Beş Yıllık Planı yürürlüğe koymuş ve hedeflerini büyük bir oranda gerçekleştirmiştir. İlerleyen yıllarda hükümet ve planlamacılar arasında ortaya çıkan görüş ayrılığı nedeniyle ilk kurul istifa etmiştir.In this paper, the idea of planning in Turkey, the effects of western society and Soviets on planning, before and after 1960 will be discussed. Concept of planning firstly occurred during 1930’s. However, because of the World War II the “idea of planning” was disregarded till 1950. In 1950 Democrat Party came to power and the idea of planning was back on the table again. In the mid-1950s, the idea of planning was accepted by the government thanks to the interior and exterior forces. The government approved an institution that would lead the government in terms of planning and development. In 1960, this prestigious institution, DPT, started working with a young team. In 1963, First Five Year Development Plan was constituted and most of the goals were accomplished.
