Kjell Goldmann's theory on change and stability in foreign policy is applied to Turkish foreign policy towards the Middle East. It is argued that since the mid-1960s, Turkish foreign policy towards the Middle East has been stabilized; there have been no changes in the policy except for adjustment changes.
