Türkiye'de bazı coğrafi kesimlerde eğitim ve öğretim hala daha lüks görülmektedir. Çorum iline bağlı olan İskilip ilçesi de eğitimin yaygın olmadığı bölgelerden biridir. Bu ilçede doğmuş ve eğitiminin bir bölümüne kadar burada yaşamış olan Dr. Abdulkadir Alpaslan bu problemi farketmiş ve kendisi gibi eğitime değer veren İskilipli öğrencilere umut olmak istemiştir. İskilip Yardımlaşma Derneği'nin başkanı olduktan sonra darbe nedeniyle kapatılan bu derneği İskilip Kültür Eğitim ve Tanıtma Vakfı (İSKEV) olarak tekrardan bu yola koyulmuştur. İSKEV İskilipli öğrencilere her yıl burs vermekte ve İskilip kültürünü yaymaktadır. Nesilden nesile aktarılmayı hedefleyen İSKEV gelişmeyi ve daha çok öğrenciye burs vermeyi amaç edinmiştir.

In some geographic areas in Turkey, education and training is still considered somewhat more luxurious. Iskilip is one of the regions where education is not widespread. Dr. Abdulkadir Alpaslan was born in this district and lived here until part of his education. He took notice of this problem and wanted to provide hope for the students from Iskilip who valued education like him. After being the president of the Iskilip Solidarity Association, this association was closed down due to the coup and as Iskilip Culture Education and Promotion Foundation (ISKEV), it set out again. ISKEV gives scholarships to students from Iskilip every year and disseminates İskilip culture. Aiming to be passed on from generation to generation, İSKEV aims to develop and provide scholarships to more students.
