In this paper, as a member of Turkish National Commission for UNESCO Bioethics Committee, I will emphasize the problems and related tools, for the social inclusion and public participation of two different sections of the society: youth and disabled, and of course at the intersection, disabled youth. Even though these two could be seemed at the two extreme-ends, whom usually are excluded from the process of structuring public policies, which mainly deter- mines the level of using public spaces freely. Therefore the paper will mainly question how to enhance the participation and inclusion of related groups to public policies.
